I am looking to start playing and while I bought a Khador starter a few years ago I basically bounced of the game and sold it.
I am now looking to try again as there is a group forming locally, the retribution models appeal to me a lot and I am seriously considering just ordering the all in one box but I have 2 questions.

Is there a reasonable list in there?

Also what should my next purchases be?

Your last point is especially laughable and comical, because not only the 7th ed Valkyrie shown dumber things (like being able to throw the troopers without parachutes out of its hatches, no harm done) - Irbis

First off if you are wanting to learn the rules then I would recommend that you get the battlebox rather than the all in one box first. This is mostly because Issyria (the caster in the all in one box for Ret) is unique among warcasters in that she does not have any attacks or damage dealing abilities - she is all support all the time. She is one of the strongest casters in the faction, but isn't the easiest to get the hang of and could give you a weird perspective on how casters work. Imo this mostly comes down on how familiar you are with the game.

Short answer - yes there is a decent list in there - I would recommend picking up epic Eiryss (Angel of Retribution) to swap in for the version that comes in the box, but otherwise its a good starting point. Issyria is a strong support caster who can work with basically anything in the faction - its rare to see her without Halberdiers + Thane and you usually see either two heavy jacks or Hyperion with her. The Riflemen are a good unit but they aren't used that often with her (their main role is anti Stealth, and her feat already does that for you).

The absolute first thing I would pick up would be a pair of Arcanists. They aren't very interesting but they are essential for making our jacks work. The next would be two Mage Hunter Assassins - Issyria can push their threat range up to 16" (which is higher than most cavalry can go) and helps solve their issues with hitting and doing damage with her feat. Watching light jacks and beasts get one shotted by a 2pt solo is pretty awesome. After that I would look at getting another shooting unit that you can either trade in for the Riflemen or add on top to get up to 50pts - both Strike Force and Invictors work well with her. You should also consider grabbing an Artificer - Issyria is incredibly easy to kill and pushing her up to DEF18 and immune to blasts mean that most people won't touch her (with a wall she is DEF22, which is essentially immune to shooting).
