Just the same as the Skyhammer bundle with exclusive rules. Hasn't stopped people finding alternative ways to get the rules.

Word of mouth prevents the '200' buyers from having exclusive rules. It's easy to find rules for Skyhammer.
I don't know if there are any additional rules but at the moment, it's a nice way to fit in the Tidewall into a Hunter Cadre without having a CAD (but Darkstrider attached to Riptides via the Broadsides in FBSC is pretty good anyway).

So, the story goes that this guy missed all of the US orders, and ordered the Cadre from NZ. NZ orders don't ship to the US, and so his order was canceled, but after a long round of phone talks with GW Customer Service, they emailed him a PDF of the rules. He took a screenshot of the emailed PDF and posted it up.
Not sure if legit. A big issue with it is that the US store does not appear to be sold out of Tidewall Cadres, yet.

Not as an auxiliary, but you can take it alongside HCont, just like a necron CAD or any SW formation.

I still want to see how it fits into a hunter contingent because I would love not to have to pay the CAD tax to take my new tidewall rampart, I have plenty of infantry

Is just an extra formation. The same way you can add formations to a CAD, you can add to a Hunter Contingent.
However, this one ISN'T part of the HCont - it's a separate formation, thus not receiving any benefits from HCont.

So if that PDF is correct it's not even nearly as good as the skyhammer. Being able to move an extra 3" with breacher guns reaching 10" isn't that great considering you never want to moving closer to anything that could beat you in assualt, which as tau is everything else in 40k. Twin linked fire warrirors? I mean it sounds good but not effective enough to warrant taking a massive amount of points worth of firewarriors and breachers. At the end of the day they are still all t3 models with 4+ armor. Not terribly suriviable. I guess there getting nice cover saves from the fortification but still. If something closes in on you you're dead.
Still nice that you can now fit it in with hunter, even if they can't share rules. Still like the optimized stealth cadre over this though.

I guess it does provide enough constituent parts for you to make a Rampart, but I'm not sure a Rampart can be taken by the formation. The PDF says Tidewall Defense Network, but it doesn't authorize you to take one and doesn't provide enough pieces to make one, either.

All of the Tidewall parts (Shieldline, Gunrig, Droneport) have the Firebase special rule, which lets any model re-roll failed to-hit rolls of 1. The difference between that Precision Sweep is that Sweep lets you re-roll any failed to-hit, doesn't have to be 1. So while that's a little better, the limitation is that it only applies to Fire Warrior Strike teams that are a part of the formation on droneports or gunrigs from the formation.
Also, while it's a formation, I don't see anything that authorizes it to be an Auxiliary choice, so it won't be a part of Hunter.
