i'm a fairly new Eldar player and been playing around with this Casual list:

Headquarters:
Autarch Fusion Gun - 80

Elites:
5x Fire Dragons - 110
6x Fire Dragons - 132

Troops:
10x Guardians + Star Cannon Platform - 110
10x Guardians + Star Cannon Platform - 110
10x Guardians + Star Cannon Platform - 110

Fast Attack:
7x Swooping Hawks + Exarch - 138
7x Swooping Hawks + Exarch - 138

Heavy Support:
3x Falcon SC, Star Cannon, Holo - 465
2x Prisms, Holo 280
3x Vaul's Wrath, D-cannon 165

Total:1838

will DS Swooping Hawks and Falcons loaded with Fire Dragon's where there needed the most, Autarch will be in the 5x Fire Dragon Squad. while the rest start on the board.

the local meta where i am is 3 flyers shenanigan SM, DP SM, and at least one of every other race/faction. we have rules that limit the Lords of War to 1/player and we dont use/have FW units (yet).

give me your thoughts on the list and what to improve on or change.

You said it was a casual list, so most of my suggestions will be to optimize what you have and make smalish tweaks.

First thing, you should think about running as Aspect host, with +1 BS. Use two 5-man fire dragon squads and make 1 swooping hawk part of the aspect host. If you want two swooping hawk squads, you can run the other one as part of your CAD. Personally, I would just make the swooping hawk squad one large squad.

For Falcons, its better to run Brightlances with the Pulse Laser, similar weapons profile so its more efficient when you fire at the same target. You don't need Shuriken Cannons as you will be snap shooting them. If you plan on deep striking them, I would think about Ghostwalk Matrixes on them so they can land in terrain if necessary. Three Falcons are a large footprint. Holofields are a nice insurance.

I like Shadow Weavers on the Vaul's Wrath, because they can hit most areas of the table at 36" and can do work against Monstrous Creatures (wounding most on a 2+). D-Cannons are nice though, but you should try out both.

You might want a Farseer and stick him with your Vaul's Wrath. Guide is a great power with Vaul's Wrath. Keep the Autarch for Reserves if you like.

Your guardians will die VERY quickly and will then run away like chumps. You might consider running them in Wave Serpents. Keep the Serpents cheap with two Shuriken Cannons, or maybe a Scatter Laser.

Finally, have you thought about running the Battlehost detachment? I run something very similar as my fun list. Add a Vyper with two shuriken cannons, a War Walker with Scatter lasers and you get 6" run moves and free heavy weapon platforms. I run the guardians in serpents, use the Falcons as Engines of Vaul formation, Fire Dragons/hawks as an Aspect Host formation, and an Autarch with a command formation.

I love Fire Prisms, but I never have much luck with them sadly. I'd run Night Spinners if you don't use Shadow Weavers for your Vaul's Wrath.

Reworked the list, read up on formations and put together this:

7x Dire Avenger + Exarch + Wave Serpent, Star Cannon, Shuriken Cannon, Ghostwalk Matrix, Holo - 264
7x Swooping Hawks + Exarch - 138
7x Swooping Hawks + Exarch - 138

Aspect Host +1BS:
7x Dire Avenger + Exarch + Wave Serpent, Star cannon, Shuriken Cannon, Ghostwalk Matrix, Holo - 264
5x Fire Dragon + Exarch - 142
5x Fire Dragon + Exarch - 142

Total: 1850

same Strategy as before. DS Swooping Hawks and Falcons with Fire Dragons inside. rest starts on the board.

When reviewing the first list, you could make very few adjustments and create a Craftworld Warhost gaining the 6" run move. This is a big help with the Guardians, Dragons and Hawks. If you switch out the Fire Prism for a Farseer, Vyper and War Walker, you are good to go.

No earth shattering, thought provoking quote. I'm just someone who was introduced to 40K in the late 80's and it's become a lifelong hobby.

i know that, but i couldent get it to fitt with the points. so this was the best way to do it.

Your second list works, the only thing I would consider is upgrading that Spiritseer to a Farseer by dropping the holofields on the Serpents. I have found the Serpent Shield does a good job for a turn or two before I fire it. You have Ghostwalk on them so you can always be in cover as well.
