So ive started a new IG army and Im going with a studio (codex) paint scheme but im not sure how they do the basing. I want it to be like in this picture. I know I need the grass tufts which i already have. Is there a step by step for the rest somewhere? or does anyone know EXACTLY how they do it. including the color for the base edge?

Base edge is Steel Legion Drab for 40K.
I think they PVA glue sand to the base, paint it, drybrush it and then just stick a few tufts on.

It's just sand. You can buy a tub of it from a hobby shop. or go to a beach, than, PVA Glue it to the base (usually by dunking it in the sand) and paint. Dunno what colors they use or the exact technique. That is the more important thing to find out. Experiment a lot with some sand glued to a flat surface (like a piece of plasticard) , especially if your new to this.

Grass look in the Online shop in painting and modeling, basing material.

My guess:

1. Glue sand to base with PVA - wait for it to dry.
2. Mix 50/50 water and PVA to top-coat the sand.
3. Undercoat Chaos black
4. Paint base with Steal Legion Drab
5. apply wash of Agrax Earthshade.
6. Dry brush with Karak Stone
7. Dry brush with Screaming Skull
8. Paint rim with Steel Legion Drab
9. Stick mordheim tufts on.

Bye bye Dakkadakka, happy hobbying! I really enjoyed my time on here. Opinions were always my own :-)
