What would you consider to be the top 5 armies right now; in what order would you rate them; and why?

1. Eldar
2/3. Tau/Codex Marines
4. Necrons
5. Daemons

Eldar are still clearly the tops... Scatbikes, Spammable Str.D, Scatbikes, Warp Spiders, Scatbikes, Frie Dragons/Hawks, Wave Serpents... Did I mention Scatterbikes?!
Plus they can still play a strong psychic game with Farseer & Seer Councils.

2nd/3rd place is really a toss up between optimised Tau, who have the ability to shoot anything in the game off the board within a few turns, and Gladius detachment Marines, who simply have too much MSU Obsec to deal with.
Marines may not blast you into oblivion, but when they get 8-10 Obsec units, and then an equal amount of FREE obsec transports, you can't outscore them in any kind of Maelstrom/objective based gameplay.
They're also part of the grand IoM BFF club, and hence, can build the game's stupidest Deathstars, from DA/SW 'superfriends', to Draigo/Loth/Tiggy Centstars, and of course, Grav cannons w/amp are the among the most obnoxious weapons in the game.

Necron Decurion armies are still holding their own, though Eldar & Tau have definitely pushed them out of top spot... Likewise, GSF Marines have too much Obsec for the much slower Necrons, who also have serious trouble dealing that level of vehicle spam.

Daemons in very specific lists and/or with IA13 allies are still alive and kicking. Some of the new formations & relics they just got in the CotW expansion have also helped give them a shot in the arm, which will keep them in the running, even if it is as the underdog of the top 5.

I honestly cannot for the life of me understand why people keep putting Tau at rank 2. They did much worse than Space marines, necrons, daemons, or even DA at LVO and other tournaments since the codex came out.

I'd ask the same question after half a year of the new Tau codex. Then will see clearer.

They only barely missed out on the top 8 - which can typically boil down to a single bad dice roll, or match-up, etc...

They're definitely on the same level as Vanilla Marines, who are only behind Eldar.

Tau are not suffering in any way. You want to know what suffering is? Go ask all those poor IG, BA & CSM players what option they have left to them!

That's because you're making the mistake of assuming only the top 8 matter. In reality, tau performed well above average, though not quite 2nd best faction.

Pretty much you're going to see a consistent ranking of the same 5 armies, Eldar, Necrons, Tau, Space Marines, and Daemons, with maybe one or two othere occaisionally swapped in.

Eldar can outshoot and out maneuver everyone while still being fairly resilienr, Necrons have so much damage reduction they simply ignore an opponents actions altogether and still have the speed to get anywhere they need to be, Tau can just toss gobs of ignores-everything firepower around with some surprisingly high resiliency, SM's have some absurd freebies and allies options, while Daemons can still run 2++ invul sillyness and summoning gimmicks

SW, Demons, Tau, and Orks just got recent rules updates. Probably too soon to tell where they will end up (but there probably won't be much movement based on early reports). We may be surprised at how the new rules actually play on the board.

Demons and Tau are already strong. SW bandaid may pan out but probably do little to fix how mono build they are

Orks got a bad joke from GW.
