So I bring up this point with a who would care question.
The question: Would someone at a tournament, GW store, or generic scenario, care that you use alternate models or kit bashed and converted models, if they are the same size and have the proper weapons?
I bring this up because a hot topic is plastic sisters of battle. There are two popular kit bashes. The dark eldar one and this one: http://www.belloflostsouls.net/2015/02/plastic-sisters-wait.html that uses minis from dreamforge.
Someone at my store uses the dark eldar kit bash and people have given him grief at tournaments because they arent the actual sisters models. He has had people he's beat actually take that issue up with a judge at some state tournaments here. While the judge took the sisters side, what if someone doesn't? If someone does this kit bash and actually gets disqualified because of this kit bash, is that alright?

General consensus is that if the conversion is good enough and doesn't violate any legal rules, most people don't care.
Official GW stores doesn't allow third-party minis, so they might refuse due to company policy.
Otherwise, if the conversion is good and not a clear cheap cash grab, then I say anyone that refuses are frankfurters.

IMHO a well executed conversion or scratch build is more in the spirit of the hobby than using identikit stock models.

As long as it's clear what weapon is what and the models are roughly the right size I'll play anything.

I'm not familiar with the Dark Eldar to Sisters kit-bash, what does it entail?
As to the main question. As long as it is not a Offical GW-run Tournament (those have't been a thing for a while have they?), and the mini's have been clearly done with care and dedication (not just thrown together for cheep cheese), it should not be an issue. At least that's where I fall on it.

The DE have the closest armor to Sisters when you use the female torso. Just shave off the spikes and some of the plates, get a girl head and glue on a SM backpack and bolter and boom, cheap Sisters of Battle. It's one of the easier conversions since there are a good number of elven sets with a ton of extra female heads, Space Marines often come with extra backpacks and bolters, and all the pieces are GW-made so it's legal everywhere.
