So regarding the caged fury rule for the hell cannon, RAW are:

Caged Fury: The crew of a Hellcannon
are resolute in their duty, but even they
cannot always control their charge. If the
Hellcannon is not within 3" of the enemy
at the start of your movement phase, roll
a dice and consult the War Machine Crew
Table above. If the dice roll is equal to or
greater than the score shown, the crew
have caged the Hellfire’s fury this turn.
Otherwise, the Hellcannon must move
as far as it can towards the closest visible
enemy unit.

Im wondering about the bold part, if in the event caged fury goes off, and there is no enemy in LoS, does it not move then? and count as not moving? Whats stopping me from putting my hellcannon right up against a wall, so he has no LoS toward any enemy units, do i effectivly make it so they can never caged fury?

To many unpainted models to count.

I bubblewrap it with marauders for exactly the same reason. At my club if the model does not move it counts as not having moved. We decided it is in the philosophy of GW's rules that say that move, charge and pile are considered as a movement.
But by my knowledge there is no official faq/approach of this question. So best to decide with your opponent/tournament organizer before the games start because I can imagine different clubs/playgroups deal with this differently as long as it is not in the faq.

I'm pretty sure the faq was updated to say that things like charging and piling in count as moving

Right, but the hellcannon rules say you need to move to the closest Visible enemy, what if nothing is visible to the hellcannon, does it just not move?

that is exactly what I said. The faq just has no specific entry for this specific problem with the hell canon.

We play that if the model itself does not move physically move it count as not having moved. So if no model is visible, or it is bubblewrapped so that it cannot move it does not count as having moved as the model itself did not move.

As the philosophy of the game says that piling and charging count as moving and you can choose not to pile and cannot attempt a charge you cannot make this seemed logical to us.
