When I did mine, I used three lengths of the GW barbed wire and braided them together to make the body of the whip. I used around 12" for each section for mine (on a Gorgon's body), you'd probably want around 4-6" as the act of braiding the whip reduces the apparent length to around 60% the original length.
Braid it up to about 1/2" from the end of the whip, then let the three cords separate a little and stick a skull on the end of each. "Paint" the body of the whip with superglue to prevent the cords from unravelling, and voila, you have a rather brutal-looking barbed flail with skulls where they strike the foe.
