I'm really confused how this is even a question, but would like to discuss it with the Dakka gang because it seems some players might misinterpret it.
Strands of Fate states that "before making a dice roll" you can substitute one of your Fate dice for that roll instead of rolling it.
The Eldar detachment rule grants 1 reroll to hit and 1 to wound.
If a unit rolls to hit, then misses, can you then use a Fate Dice instead of rolling the reroll?
My stance is No, because you already made the initial hit roll.
We must consider rerolls as the same roll as the Core rules state a reroll is rolling that dice again, not making a new roll.
Thoughts?

I can see how it's a question, before the reroll is sort of "before the roll" but I'd agree the reroll is just a conintuation of "the roll" and does not generate a new "before the roll".

Playing Devil's Advocate for a minute:
From a rules perspective, the re-roll is a new roll, in the same circumstance, for the same purpose. It's a second die that you will roll to determine the result instead of the first die you have already rolled. You can choose to use a Fate die instead of making the initial roll, or choose to use a Fate die instead of making the subsequent roll.
The reroll can't have 'memories' of things that happened to the first roll. If the reroll is 'a continuation of the roll', then any initial roll of a 1 still misses with a reroll, since the 'continuation of the roll' includes a 1. Heck, you could get an critical miss and a critical hit on the same 'one roll'. If the reroll is a continuation of the first roll, any modifiers to hit have already been applied to the 'one roll' and you don't get them again.
The reroll has to be treated as a new roll to determine a result with no 'history' of the first roll, or you get absurd results like this. Modifiers to hit are a rule that applies to determining the results of a die roll. Fate dice are a rule that applies to determining the results of a dice roll. I don't see any strong reason to assume that one (hit modifiers) applies to roll AND rerolls, and the other only applies to initial hit rolls.
From a game effect, you have an opportunity cost for doing this as well.
If you use a Fate die on the initial roll, you are spending a limited die but preserving a limited reroll. You may have made your random roll, and effectively not needed to spend a Fate die, but you keep a reroll.
If you make the first roll and fail it, then spend a Fate die to determine the result of the reroll, you are spending your opportunity to reroll, AND your limited Fate die (to determine the reroll). So, you benefit from not having to spend any of those resources if you make the initial roll, but have to spend both of them (a reroll option and a Fate die) if you fail.

My thoughts as well.
Even the language used in the reroll section indicates as much by stating you roll the dice AGAIN.
If a reroll was treated explicitly as a new roll, you couldn't use the word 'again'. It's the same roll picked up and rolled a second time.
But even if we set aside the reroll being the same or different roll for a moment, I think the wording for Strands of Fate would restrict this either way. "Before making a dice roll" is a fairly absolute qualifier.
If you have rolled your hit roll, regardless of whether you have a reroll waiting for it or not, you have now "made a dice roll" for that hit. Past tense.
Even if the reroll is a new roll (it's not, but let's pretend), that doesn't change the fact that you have already made a dice roll for the hit roll in question. Therefore, no Fate Dice.

I feel like this not only goes against Rules as Intented, but also feels a bit like cheating.
You are gambling on the initial roll passing so that you don't spend the Fate Dice resource. But the whole point of requiring the swap "before making a dice roll" is because the Farseer has devined the result already and thus it's predetermined. No need to roll the initial roll.
Doing otherwise just feels gamey

I don't understand why using a fate die for a reroll wouldn't be allowed. You roll a die and fail, you elect to reroll because you are not satisfied with the result. This reroll is a new roll of the die, so you use a Strands of Fate die to automatically pass the reroll. The wording of Strands is "...before making a dice roll..." Well a reroll is still a dice roll, so the Strands of Fate rule can be triggered.

He didn't say "in all ways".
That said:
Its not before the roll, its mid-roll - AND we have a couple-few different examples of similar things. You have to use Insane Bravery before you even get a failed roll now. They appear to not want people fishing for results before using their automatic resources.
