Not all units in AdMech have the Faction Rule, and many Tech-Priests that don't have it can join Skitarii that do. Does the resulting unit have the ability or not?

Doctrina Imperatives only applies if every model in your army has the ADEPTUS MECHANICUS keyword (excluding AGENT OF THE IMPERIUM, KNIGHT OF THE COG and UNALIGNED models).

Well, not all of them have the Army Rule, if you look at their Index. Do they too?

Doctrina Imperatives apply to any units that have the ability. Skitarii units have that ability and any Leaders that join them are considered part of that unit for all rules purposes. So yes the Tech-Priests gain access to Doctrina Imeratives as long as they are Leading a unit. Once the Bodyguard unit dies they lose access to the Faction Rule
