So after confirming that this was legal, I threw together this fluffy list:

FireStorm Assault Force

Captain with Jump Pack: Relic Weapon / Hand Flamer: 85pts
Champion of Humanity: 10pts

Vanguard Veterans with Hand Flamers x5: 105pts.

Infernus Marines x10: 160pts

Hellblasters x10: 230pts.

Devastators with Multi-Meltas x10: 200pts

Drop Pods with Storm bolters x3: 210pts

Total 1000pts

So the entire army starts in Strategic Reserve because with Drop Pod shenanigans, you can do that. Turn 1, you use the Drop Pod's massive profile to tag each of the center objectives (they are OC2) while depositing your 3 squads wherever you need them. With one anti-infantry, one anti-elite, and one anti-tank you pick all your best match ups. Turn 2 the Captain comes in to support with free use of Immolation Protocols to help where it's needed most.

The idea is to essentially ignore your home field objective and focus on dealing a massive first strike and holding all 3 center objectives.

The captain not leading a unit seems pointless? All of its abilities revolve around leading a unit.

I assume he's leading the Vanguard Vets (with jumppacks).
