Ran into this situation in a recent game. Could not figure out which condition takes priority, even after re-reading the rules. How should we play this?

Bonus question: If a Burning fighter has two armour values (for example fighters with shields or wearing furnace plate), which armour value should I use against the hit from Burning condition?
