I am currently playing 40k as was pressured into it at my local game store because at the time nobody played fantasy, however with an exponentially grown fanbase I am yet again looking at the beutiful celtic feel i have when a dee the wood elves, so i need some help answering the following questions.

Are they in any means viable?
Are their models becoming rarer because i wanted eternal gaurd and it told me to mailorder which i can't there, is it the shops fault or GW's?
Can you suggest me a relatively competitative list?
what faction can otherwise capture a bit of that mystic celtic feel?

Imho wood elves are cool. Being a new player myself (Empire) to the charms of warhammer, I understand the attractions one can get. Im not sure on stuff wise but what I see is that they are similar to High elves with some difference;
They are lightly armoured but can output nice damage.
They have magic thats kewl.
They have the tree folks, who ive heard are quite powerful.

Models:
A-w-e-s-o-m-e IC models.
General awesome all round
Very few models which look really out of date (Even the whole metal units dont look that poor)

So yeah. All I can say really.

Can you suggest me a relatively competitative list? the main competitive lists revolve around lord wizards with life and lots of forest spirits as well as occasionally a large block of eternal guard with razor banner
what faction can otherwise capture a bit of that mystic celtic feel? none that I can think of sorry :(

tanks that helps answer a lot of my questions, now i must find a FLGS that does direct order, because i don't have any allowed payment method of GW, sigh....

WE's are tough to play right now. They, along with Bret's, suffered the most from the changes to 8th editions, since they are so skirmish heavy.

a couple useful builds right now from the army list are:

Eternal block led by Lord level character w/ Rhymer's Harp. Backed up with some Life magic they can be a very strong Anvil. Until someone kills the character making them stubborn....

Treekin are very, very strong. But since Flaming attacks are pretty common, you have to be careful about some match ups.

Glade guard in both 10 man units, and huge 25 man units are pretty effective. But shooting doesn't win games in 8th, so you can't lean on it to win...

Treemen are solid monsters with all their extra abilities, but with Warmachines being common and strong, can die with just one shot....

So as you can see, they have some nice units, but the opponent will generally have an easy counter to what you are trying to do. ...

Thanks for all the help again, but one teeny last question.
Are they (way) more expensive than the average army?
Because this is the case with the 40k sisters and they cost a ton, for each squad.

like any of the older armies, if you decide to make large units out of metals, than yes, they will cost you a bunch.

But the great thing about WFB is you can always do unit fillers which can really help out, and I think simple plastic trees make great unit fillers for WE.

But they have plenty of core plastic stuff, like Glade Guard and Dryads to help offset some prices.

treekin can be expensive, so again, I've seen a lot of proxy/scratchbuilds...
