This list is completely legal, although I think you need a few adjustments to be more effective.

I take it Tigurius is there to buff the dev squads and/or go with the Centurions? I don't think you need the missile upgrades on the cents, the grav cannons will handle everything. In fact, the stuff they don't do well with, the free hurricane bolters are good for. I'd add an omni-scope too for splitfire and nightvision. I would actually move the devs to Tigurius' detachment; the grav-amps do the same thing as tank hunter effectively, so this would be a better move so when using the tactical doctrine, they get some re-rolls out of it.

The devastator squads should probably have all anti-vehicle weapons, like lascannons to take advantage of tank hunter. I'd feel safe with just 5 man squads since the heavy firepower is pretty redundant in this list... and in cover they might not get too much attention (especially with the Cents on the board).

I woudl consider Sentinels of Terra, a supplement that allows nice artifacts and "close range bolter drill" which twin-links all your bolter weapons within half range (superior IMO to the regular bolter drill, and you still get the other IF chapter tactics buffs)

I would upgrade the 5-man tac squad with tigurius to have weapons and maybe a pod that would be useful with their doctrines on the drop (maybe plasma, combi-plasma? for re-rolls on the gets hot?)

I like the idea of deathwind launchers, they may be effective now in this editions.

They have different chapter tactics so its fine, why don't you change the plasma pistols on the tacticals for combi-plasmas instead and then take a third one on the five man squad
