I'm pretty new to 40k and wanted some advice from the senior players. I mostly play Tyranids, Imperial Guard, and Tau. Any advice is welcome. Thanks!

Step 1: How competitive do you want the list? Because I can stream line it to be competitive, I can make minor changes to make it slightly better, and anywhere imbetween.

I would like it to be competitive. What do you think should be changed?

You don't need 10 fire dragons in a unit nor 10 warp spiders. Reduce to 5 grab a second unit of five spiders maybe drop Hawks to 6 but it's up to you or at least 8 so the exarch can have a fast shotted ap3 weapon. With points lost from fire dragons add wave serpent for the avengers and put fuegan with them. I'm not terrible sure how you will transport your fire dragons though.

Feugan is a bit expensive for what you are getting. Especially in a smaller game like 1500 points or so. You are going to get far more milage out of a Farseer for those points. Being able to cast Buffs like Divination or Runes of Fate on your other units will boost your entire army. It will also free up over 100 points for more units.

Fire Dragons and Dire Avengers are really best in Wave Serpents, which can deliver them where needed to best make use of their guns. Fire Dragons especially should be kept cheap, in squads of 5. Wave Serpents allow the Dragons to get into position to nuke your opponent's heavy tanks before they get a chance to move into position or blast you. You also gain access to the Wave Serpent's own substantial fire power.

Dire Sword is a terrible upgrade. It seems cool, ws5, i6 ap2 weapon. But Dire Avengers as a whole suck in close combat and s3 isn't going to win you any awards. And the instant death requires a failed leadership test- which is a joke in 40K. You are much better off going for a Power Weapon Shimmer Shield if you are intent on running a larger squad of Avengers. Which is fine, btw. The 5++ for the squad can make the difference between holding an objective against a baleflamer and vaporizing. Don't bother with Exarch Powers on the Dire Avengers though. None of them are worth it, except maybe shield of grace, and only then in rare circumstances.

If you don't like Wave Serpents, and that is fine, I'd just advise against Dire Avengers and Fire Dragons, and focus more heavily on units that are less dependant on them- Like Hawks, Spiders, Guardian Jetbikes, etc.

Warp Spiders, If you are insisting on an Exarch, I think hes really only worth it with a Spinnerette Rifle and Fast Shot. But I'm not sure if he is worth his points in normal spiders. As was said above, Spiders don't really need to be in a big squad. You can split them up to engage multiple targets, or fire on the same target. If you have spare fast attack slots, really take advantage of them.

You need some better Anti Air. Wave Serpents are pretty good at it due to high volume of shots. In any event with points saved elsewhere, a Crimson Hunter might make a valuable asset against opposing fliers. Especially if you can use a Divination Farseer to use Scrier's gaze to prevent the Hunter from arriving until after your opponent's flier has arrived, and you've had a chance to take down any Intercepter guns that would ruin your life. Being able to stop a Heldrake or Hive Tyrant before it melts all your scoring units can be the difference between victory and defeat. Currently you have nothing that is good at shooting birds out of the sky. And if you want to play against good opponents you absolutely need something that can put some hurt on Fliers

You cant choose powers on your farseer, its random. Best powers are guide, doom, and fortune though. Also you should give him mantle of the laughing god, as that makes him near invincible.
