Am I missing something here? Can they not fire bombardments? If they can't, why do they have observers?

In the red bear book, there is no entry for them being able to fire bombardments. Wouldn't observers be useless if you can't use them?

The 120MM Moratars can only fire bombarment. It is indicated in the fact that they have no ROF and a range of 56"
