My recommendations:
1. Maximize your bodies
2. Simplify your characters
For the first point, I mostly mean you really need more clanrats in those units to have them do anything - and what they're doing is hoping to hold up enemy units until the Hellpit can tear faces off. Because let's be honest here, you're taking an HPA in 1000 points, a beast that is
brutally efficient no matter the points, but especially when the opponent doesn't necessarily have the tools to deal with them!
Anyway, I'd say take that ridiculously expensive - and pretty terrible - rat ogre unit and use the models for other things. Stick the rat ogres into the clanrats as unit fillers, bumping both units to 24 rats. Then take the packmaster and either use him as a warlock and convert the warlock into a Chieftain
BSB, or convert the packmaster straight up into a
BSB (slice off the warlod's back flag, glue/sculpt onto the packmaster, cut the head off the packmaster's shock prod and add sword blade for an insta-halberd).
Since we've basically moved onto the characters, let's get to point two. Your characters don't need to have all their various weird options represented - like the pistol on the warlock that he's likely never firing. Instead, I'd invest in some survival tools for the warlord +
BSB, and
amp up the warlock's casting powers - it's what he's there for, so focus on it. You want at least two spells to have a casting phase, so level 2 is auto, and I'd say condenser to make his warp lightning really hurt (and magic missiles are great in low points especially). How to keep this guy alive? Bail out of a unit when things get dicey and run free! Or accept his inevitable and imminent ratty demise

Warlord is rocking a 5/4+ save and a S5 beating stick,
BSB has a 5/5+ save and another S5 beating stick. Warlock is a level 2, has a chance to generate more power dice, and has a brutal magic missile to default to. And a strong desire to never be in combat.
Clanrats both got a little bigger, gaining a rank when the warlord joins one and
BSB joins another. Ranks = a Skavenses' friend. Weapon teams are there to do whatever they do for you (mortar is awesome, thrower less so for me), HPA still a pimp.
Aside: for future reference, spears are not particularly great on clanrats, you'll want to use just shields as you bulk them out. Actually, I'd suggest using stormvermin + slaves myself, ain't got time for clanrats
