So this is my force I used in a tournament which I got beaten in:
Army: Space Marines
1 x Librarian
10 x Tactical 1 x Flamer 1 x missile launcher
1 x Thunderfire cannon and Techmarines
1 x Predator 2 x side sponson heavy bolters 1 x turret mounted twin-linked lasacannon
5 x Assault Marines
5 x Scouts 5 x Camoline cloaks 5 x Sniper rifles
any advice is needed

What chapter tactics are you using? also never give a twin linked lascannons pred heavy bolters, they don't mix. Either get sponson Lascannons or turret autocannon. Also you should give your tac squads a transport. Sniper scouts really aren't good, go Bolter scouts or another tac squad.

Ultramarines chapter tactis and I agree with you point about the lasacannons after today. so maybe I take out the cloaks and sniper rifles and replace them with lasacannon side sponsons is one idea.

Even at this small of battles, assault marines lack the proper surviability with only five members, I prefer 8 if not 10, and at LEAST 6. Unless you are sending them on suicide missions (best done with a Champlain as support anyway) against a single target, they probably are points better spent elsewhere

If I were you at these points ide remove the assault marines and take 2, 5 man tac squads with ure choice of transports/ special weapon (wouldn't take heavy weapons for mobility) and keep the thunderfire and predator.

He means where is the Librarian going to be? Is he with a certain tac squad, or maybe you have him running around by himself (not a good idea exactly). It is important for deciding where to put what for extra points.
As for a suggestion for those extra 30 points, you could bump your squads up to six man teams, or maybe promote the libby to a level two psyker

oh my libby is with my 10 man tac squad and I like the idea of 2 6 man squads. I will trial this new army my next match and see how it goes.

Here is a list I ran at 500pts that did fairly well.
1x Librarian (Telepathy)
6 man Tac Squad (Plasma Gun) with Razorback (Assault Cannon)
9 man Tac Squad with Rhino
1x Devastator squad (2xPlasma Cannons)
I ran the Libby with the 9 man squad in the Rhino and used psychic shriek. You have 4 ObSec units, but the list does lack some anti-armor. You do have 100pts to spare so feel free to fiddle with it as you see fit.

The Libby can't fit in a rhino with 10 other dudes. max is 10 just fyi. That's why asked. I wouldn't run him alone for sure.

uh right. My mistake lol. It was a 9man squad that I ran with the Libby so he could fit.

Sniper Scouts aren't very good, and neither are the Assault Marines. Neither will do much damage, and at this points level aren't worth throwing away to tie up an enemy unit. I'd drop them both.
You want a strong troops choice that can score an obejctive and combat another full-bodied troops quad. I'd recommend a Tactical squad in a rhino with a melta and combi-melta. That combined with their grenades mean you should be able to hold an objective against another transport full of troops.
As for the HQ, I'm not really a fan of the librarian on foot because he can't fit in with a full tac squad... I'd try to get him on a bike with a few bikers... it's a mobile, tougher unit that can hang out and strike a weak target when you need. The librarian can be decent in cc too if you attack the right unit, and bikes make this possible with their nice movement range.
I also think Scouts in a land speeder storm are nice at this level; the amount of special rules they bring to the table for 100 points is wonderful. Plus if you give them ccw and bolt pistols, they can assault out of the transport with your Assault Doctrine to be pretty effective late-game.
Finally I'd try to get some simple anti-tank... a dev squad with 2-3 lascannons is nice, but you coudl also outfit some bikes or attack bikes with melta for this task.

Librarian - bike, force maul
Scout Squad (5) - ccw, land speeder storm w/heavy flamer
Tactical Squad (10) - rhino, melta, melta bomb
Bike Squad (4) - grav x2
Devastator Squad (5) - lascannon x2
There is a unit in there to take advantage of all your combat doctrines, and it's pretty well rounded.
