All of the other symbols are faction symbols from the game - the skull to the left is the Imperial Guard emblem (as Chaplain Xenophobe said).

I'm thinking it might be an emblem of Imperial Command? The diamond in the center is the same as those that used to appear on Space Marine rank emblems, the Sergeant variant Crux Terminatus still has it.
