Or does GW seem to raise it's already exorbitant prices every quarter?

It's just you. GW used to have yearly price rises, but they've moved away from that and now old models have stayed much the same price for a while, but newer kits have higher release prices.

I ask because I just saw Dark Eldar Reavers go up to 39.50 USD from 33.00 USD. So I was curious.

It's a pretty frequent occurrence, hence the griping you see in both 40k News (which generally seems to accompany some new price increase) or 40k General Discussion. I would also hazard a guess your sentiment is becoming more and more commonplace, as we've seen the revenue for GW steadily declining. There is only so much you can charge for a (albeit nice) plastic model kit before people say "woah, that's too rich for my blood" and pass on purchasing. I also feel tabletop gaming has an element of "all-or-nothing" mindset where you're invested and buying models/ready to purchase new models, or you're out entirely.

Yeah, as a new player, who has to buy everything, it's extremely annoying since, I'd prefer to buy the kits, assemble, paint and customize them myself. But 30 to 50 bucks a pop for kits that make Dark Eldar actually work is rapidly turning me off the hobby.
