Hello Dakka Dakka!
I have recently stepped onto the large landmass that is miniature gaming, and have started right here in Warhammer 40k!
I just got back from my FLGS, and after checking out the people and the game itself, i bought myself the new Craftworlds codex, much to some of the other players' chagrin.
While I was there, I started coming up with a small 500 point army to start out with, so here goes!
BTW, I have no clue what the hell I am doing, so PLEASE correct me if I am wrong.

10 DA w/ exarch + Shimmershield
10 DA w/ exarch + Diresword

FA
3 Windriders, 1 has scatterlaser

Points: 496

I know how to play the game, to an extent, but I have no idea how I would like to play this army.
I dont know if i should have a transport, or if my troops should be completely different.

It depends, do you want a casual list? or a competitive list? throwing in a wave serpent or 2 would protect your toughness 3 avengers. Maybe drop the avengers to 5 each to fit a WS? just a thought. I'm not sure what your meta is, but if anyone brings armor in a 500 pt list (which they shouldnt) you will have trouble.

First, welcome to Dakka, 40k, and the Eldar.

It’s hard to go wrong with Eldar. Their units are quite strong individually, and the formations take them up to 11. The units tend to be very obviously specialized, you take a squad to do a job, and it does it well. But for all their massive firepower and speed, they are still squishy little space elves, so catch them and they die.

What drew you to the army? What kind of units do you like? What image resonates with you? Any specific craftworld? Once you figure out what you want in a list, we can then pad out the rest of the army to cover any gaps.

When building a Take All Comers list, you need to have units to deal with a list of threats.
Heavy armor (AV13-14) Brightlances or melta (fire dragons) are probably your option here. Or D weapons
Medium/light armor (AV10-12) Massed mid strength fire (scatter lasers, shurcannons, etc)
Monsters Creatures can be dealt with much like light armor
Hordes (high volume of shots or templates/large blasts)
Aircraft (skyfire, massed ground fire, etc.)
Getting units to objectives and keeping them there as long as needed is the other major concern for list building.

Your list should work fine vs. any other foot slogging list. But past that, you have no way to deal with anything besides random powers from the seer, and the single scatter laser. The bikes are troops, by the way.

How to fix that depends a lot on what you like. Getting a wave serpent is not a bad call. While they are not as broken as they were in the last codex, they are still a formidable tank. They give you mobility, protection for the squishy troops, and a good platform to stick some guns on. As your army grows, you can swap out who’s inside as you get more models. Picking up some fire dragons and sticking them there is a good way to make irritating tanks disappear in a poof of molten shrapnel.

I’ll point out that it’s very easy to break an Eldar army. They have some very powerful tools at their disposal, and if you want to keep your friends and be able to find games, you need to be aware of this. You can spam scatterlaser windriders, D-weapon wraiths, and undercosted, overpowered wraithkights. But be sure your opponent is bringing his A-game if you do.

Well, I'd start playing with two DA units in Serpents and a Spiritseer.
Mount the DA into the Serpents, attach one Spiritseer to one unit, and start operating with the Serpents. They are fast skimmer and have two weapons. I'd give them a tl scatterlaser (turret) and underslung shuricannon.
