Yes, Prime is the new book, but the rules are available for free from Privateer Press's website.
When you buy models, they'll have the cards you need to play inside the box. Right now there isn't a 'book' for khador for Mk3, but you have a couple of options. One of the easiest (if you're inclined to it) are to download the app War Room 2 (google or apple). The app is free, but you can buy the entire faction's cards digitally for pretty cheap. They also will continue to update the cards as need be until whenever the next edition comes out. War Room also links to the rule book, so when you search for any rules or terms, it'll pull up the rulebook PDF to the relevant page.
You can also try to find the Mk3 faction decks, which are designed to give all mk3 cards to someone who already has a collection. But they'll let you look at everything and have physical cards if that's what you prefer.
I'll leave recommends on army building to others, but Butcher 1 or 3 are somewhat straightforward (they hit things. Hard.) Iron fangs and the winterguard are solid, but if you get winterguard, you'll want Kovnik Joe and maybe some rocketeers (the weapon attachment). They have great synergies and form a decent backbone unit.
50 points is a good place to aim for, it's a little below what is considered 'normal' for mk3 (75 points), but its a good starting place after playing some smaller, battlegroup only games.
