Use the flag/banner from a box of fantasy orks. Find someone selling the actual waaugh! banner on e-bay. You could buy it from GW if you wanted to shell out: http://www.games-workshop.com/gws/catalog/productDetail.jsp?catId=cat1150122&prodId=prod1130275
Get a piece of plasticard, cut it up a bit, and stick it on a pole. Take a 3x5 postcard and cut it up, spray it....*shrugs*
