A comment in another thread got me thinking about how expensive you could actually make your FOC. The rules: Your list must be legal, be contained within a single FOC, and contain as many points as possible....and should preferably be fearsome....very very fearsome. As fearsome as possible. Only standard codex items allowed, units that do not contribute to the FoC (warp spawns, send in the next wave, etc) do not count.

Not only is it almost 10k points, but its probably the most vicious FoC I can think of - 5 fully tweaked out biker mobs, swarms of boyz, and not a single actual vehicle, so the giant vendetta squadrons are going to be stuck trying to pop nob bikers one at a time.

Tipping in the scales at a measly 7303 (it could have been more if I'd upgraded all the lances to Dissies - but t'would have weakened the list. I'm also probably pushing it in suggesting the Scourges are better then Ravagers but, hey, 4 lances as compared to 3, that counts!)
60 Wyches waiting in the Webway along with twenty Incubi and their lords. 6 Raiders bristling with firepower and each a potential portal dropper so it should be easy to open a portal one way or another. Plus 20 Dark lances, scores of Shredders and Blasters, and more Horrorfexes, drugs, and templates then you can shake a stick at.
Overall I wouldn't give it a snowball's chance in hell versus the other lists offered here.

Neither Astorath nor Sanguinor can take mult- DC squads. Also, I have the codex right with me... who lets you take multi- DC squads?
And @ Obsidian, Your list has the same issue. You can't just decide to take 6 squads of Death Company... the codex specifically states only 1 unit per army...
You can however take 1 squad of 30 DC guys and then take 5 DC Dreads, but that will yeild far less points then taking DC+Assault Marines with full upgrades/ LRs.

Sadly, it is the new style. The new nid dex is crazy - take the HT. You have to look up: Costs p(86), Ranged Weapons (p81-82), CC Weapons (p83), Biomorphs (p84), Rules (p34) and Psy-Powers (p62). How anyone thought that was a good idea, I'd love to know.

Thing is, the org chart change is not a rule for Astaroth himself, it is a change for armies that include him... But I agree, it should still be on his page too.

What gives you that idea?
Any Inq/ Inq Lord can take a retinue (of 0-6 and 3-12 respectivly) and any Inq retinue can take a transport. These transports are Rhino, Chimera and Land Raider.

Why are we accrediting the DE list as 'lance spam'? I've only got 20 lances in it, I could have put in 27 and it would have made the list less points.
If anything it's kinda WWP spam, since I put in 6 (at 50 points a pop) just to sort of increase point totals and justify the footslogging Wych squads.

Well, it was just a convenient short-hand, to differentiate from having a "spam" of the other possible weapon. For the record I do count 20 Dark Lances as "spam", having had the misfortunate of having faced such a force once. It was not pretty  .
I´ll change the desciption to just "with Dark Lances" or something.

I think its becuase your list has attempted to be competive (or at least useable), rather than simply getting the most expensive stuff in as possible.

I wouldn't want to try playing this army. Trying to DS 6 20-strong units of horrors and 3 20-strong units of seekers onto any table I've ever seen 40K played on would just be an exercise in rolling mishaps. ("Okay, if I put them here, there'll be enough space between this building and that one that none of the seekers will end up on a wall. And... scatter 2" into a wall. Mishap roll... and then next unit of seekers...")

One thing, IIRC, Apoc let's you take anything.
Therefore, I would take about 1000 dreads, 200,000,000 LRs, and enough Assault Termies with TH/ SS to make Chuck Norris cry.

His retinue gets expensive but the way he limits the rest of the FOC really cuts down the points. You can't just spam the most expensive squad in each section.

No, you cannot exceed 12 models in total in any squad that has a 'fish in it, as Tau is one of the older 'dexs (like WH/ DH) where you cannot buy a transport you cannot fit into. Thats why the squads are smaller, as MarkerDrones are worth more than FWs.

By my reckoning, the cost of the BA army would come to £1'345 if you were to buy each squad indervidually. You would also need to shell out an extra £640 pounds for the Thunder hammers, based on the fact TH are not included on the DC sprue.
This brings the combined total to £1'985, or $3'054.92, based on a google conversion.

Death Company sprue comes with 1 thunder hammer. I still think it's a bit cheesy to make each have 2 since the text says "Any Death Company can replace their bolt pistol and/or chainsword with:
Thunder hammer"

Here's a BT one that's pretty expensive. BT being limited to a max number of models in order to buy a transport limits the points cost. As well as the fact that our characters can only have so many points spent in wargear.

Based on the latest, here is the collected list. The Blood Angels hold the first post, with Imperial Guard a close second. Then we have a group of armies in the approximately 10 - 14K range. All the rest can only squeeze under 10K.
If these hypothetical full- FOC armies ever crossed paths, the match between the first and the last could be called something of an anti-climax. The point difference is a staggering 22406 points  !

The 14k Space Wolves list is wrong because taking Logan changes wolf guard to troops and thus they can't take elite slots. I'm not at home right now so I can't redo it. I think if you took Logan and 3 fully upgraded wolf lords you'd have the max Hq. The scouts from the earlier list would be max elites. The wolf guard troop units I believe are correct but I don't remember if wolf guard are limited to just one land raider dedicated transport or if they van all take them. Twolf cav are correct in the FA slots and the long fangs plus dedicated transports are the most expensive HS.
Anyway, bottomline, Wolves can't get up to 14k, if someone could do the correction before I get home, yay.

The largest Wolf list I could get was 9900ish - Logan, Bjorn (he is 290 fully decked out) and two wolf lords with only a different Saga and Melta bomb between them, 6 units of 10 WG Termies, one with dedicated LR rest with dedicated Razorbacks. Filled rest with as many points as would fit.

Guys. I have not meant to cheat with my Blood Angels army. I just got a couple of the rules wrong. Gimme a break, I've only just started playing Blood Angels and haven't been playing 40K for that long at all. I've edited in changes and it's as legal as I can see atm. Sorry if I've annoyed people. God. Shoot me why don't you guys. Seriously. I'm sorry I got it wrong to start but my addition of points is definitely not wrong because I used an army list maker calculator. It's just some rules that I got wrong. Sorry again.

Not sure where the extra 10 points are from but for heavy it should be a max LR (285) + a maxed TM (375) for a total of 660, so its only 1980 points
So the total should be 9175
Made this twice in AB to double check
I know Azreal couldn't normally take a company champion, but the rules state that any command squad may upgrade 1 member to a company champion, and the army includes the master of the 2nd company, so it works, RAW.

So I am going to guess at the differences and explain my choices being as vague as I have to be.
First, only a standard bearer can be upgraded to Azrael's chapter banner, so points have to be spent for a company standard. Next, taking a company champion is a reeeeeaaaal stretch. I say that because a Company Master is the requirement and although Sammael, master of the Ravenwing, is the master of the 2nd company, there is a HQ option specifically called a "Company Master". Secondly, not being an IC, Sammael can never take a command squad (let alone a champion). So, RAW, I would say no. And RAI... What black-blooded, bugs in my face-grill, fallen in my spokes, exhaust breathing RavenF'INGwing champion is going to be caught dead riding shotgun in a rhino, let alone foot-slogging it???
With Sammael, Azrael & banner, command squad with everything (except champion and sacred standard), and the command squad's pimped razorback gets 835 for HQ.
My army total: 9170
I really want to iron this out because, seriously, if I can't add this up I am going to turn in my codex, stop bathing, and buy some space puppies.

Anyways, i forgot about Azreal's banner upgrade, so I think a detailed hq explenation is required. But before that, and I agree not RAI, but yes RAW "For every company master (Sammy) in the army, one command squad may upgrade one model to a company champion, by replacing [blah blah], for +25 points" doesnt say it has to be the Company masters cmd squad. If a genaric Company master and a Chaplin were your 2 hq choices, you could put it in the chaplins crew. Again, probally not RAI, but thats not what this is. So anyways the HQs:

Nice list. Well done.
Any Terminator can exchange it's powerfist with a chainfist for 5 pts. The Terminator sergeant has of course a power sword, never a power fist. It's an advantage to read the unit entry before making assumptions. This is how it's always been for Space Marine Terminators (since 3rd edition I think), so you can't really complain about not having read the new codex well enough. Even if I had 10 chainfists, it would only give me 3x5 more points.
I added the Blood Champion to the Honour Guards after another list included him with dual hammers. There is nothing in the text that says his new wargear replaces the old. However, I'd be happy to clarify that now, hopefully with some other opinions of people having read the codex better. I think what you're saying is RAI, but RAW might support my version.
All the Vanguard Veterans can have dual hammers, OOPS yeah that's a typo. I fixed it, points stay the same, only paid for legal amount of hammers.
Thanks for the critics though. As long as none of the arguments are wrong, my list stay unchanged and I have the greatest list

I'm going to tick some people off here, because this might just cause a list or 3 to be reduced.
The Blood Angel lists posted should not be counted as "legal," if they have Honor Guard, since Honor Guard don't take up Force Org slots.
Now, I know there's a difference between TWO units that don't use them and LIMITLESS units that don't use them, but fair's fair. If one army doesn't get to use "non-FO slot" units, none should.

1) You cannot take 10 bikes and 10 TH/SS in the unit with Arjac - as he is a fixed profile. Unless you are upgrading the WG first THEN buying Arjac - but that doesnt follow the costs for Arjac listed in the FAQ (basiuc WG plus upgrade)]
This drops your first troop down to 1470.
2) I get 445 for the TW Cav unit, not sure where you get the extra 15 points from

Even still, with the removal of the SGD (100 pts) to be in line with the "No free FO slots" rule, my 10660 chaos list beats out the 10320 one and brings chaos up to around 4 or 5th place IIRC

About the Honour Guards, they are as limited as any other unit, in fact more limited than elite, fast attack and heavy support. If Blood Angels HQ characters can't take Honour Guards, how about platoons? Loads of units counting only for a single slot? With the Honour Guards, they are bought through an HQ, and I really don't think the correct decision is to exclude them.
With the Honour Guards, Blood Angels max out at 27306 points. Without them, Blood Angels max out at 25746 points.

I thought the FOC limiting factor was you couldn't take things that had no limiter within the list. The reason why I included Techmarines was I couldn't have an unlimited number of them as there numbers were limited by the number of vehicles within the list. The reason why Generic daemons shouldn't be included in list making is becuase there is no written in limit to the number of units you can take.

No the limiting factor is things that take up none of the spots (ie, a command squad is part of the hq slot, so its ok. The Techmarine takes up nothing, therefore doesnt count)

Personally I'd rather see the largest non infinite legal forces listed, so only exclude the chaos slotless daemons and the like. So I'm in favor of including the techmarines (at what one per vehicle?) and the honor guard type units.

Can you do numbers for the shrike unit like you did for the warriors?
A shrike may not have a Venom Cannon AND Lash Whip + Bonesword, and since they are the same points, the Venom Cannon adds nothing overall.
As far as I can tell, the max for a Shrike unit is 585, I can't figure where you get the extra ten points.

I'm happy to see this opinion. Just like Honour Guards doesn't actually take up a slot, they share one with the HQ they are bought with. Blood Angels dedicated transports doesn't take up any slots, just in the same manner. So then dedicated Land Raiders for blood angels units should be prohibited? Land Raiders take up a Heavy Support slot for many armies, for Blood Angels they take no slot... Then alot of changes would have to take place, and it'll all just be a mess.

I agree, Honour Guard are essentially an ugrade with the HQ in that they are bought with them. The same goes with Dedicated transports so if you want to exclude BA landraiders then you would need to get rid of all dedicated tansports - stupid. Therefore Honour Guard are in so the Vanilla SMs could have Papa SMurf with 3 Honour Guard Squadsto boost their points but I am not sure whether this has been factored in already.

The limiter is based on things that do not take up force org and are not purchased as a retinue/with the squad. Dedicated transports are purchased with the squad, and such they count. Dark Eldar Retinues are purchased with the unit "Archon/Dracon/Archite/Dracite" and as such, they count. Warp beasts do not use up force org for every squad of wytches in your army, so they do NOT count. Techmarines/Honor Guard do not use up force org for every Vechicle/HQ. The Honor Gaurd are a seperate selection, are deployed seperately, and act independantly from the HQ (Same with the Tech Marine) which is why they do not count in the same way as a Retinue.
This is not too confusing...

Its not about confusion (as if this is some sort of serious research project!), its more about consistency over three editions worth of codices. Retinues and the like were previously common and no longer are, having been superseded by detached command squads and the like.

I think the WAAAGH! has been shortchanged so far. I think the list presented is incomplete, and can be modified to garner a few more points, and push them into the top 6. Here is what I think is the most expensive Ork list one can make:
