My list started as a dare from a mate who manages the Perth
GW store then I benched the project for about 3 years, then he said you really should do it and convinced me to try and make a couple of things using some of the new plastics available to both Chaos and Ork which resulted in the first incarnation of the "Doom Wheelie Copter" and the Dread Rat.
A good place to start (unlike myself) is to nail down the list you would like to "play as" first, some good ones are:
Orks - Oddball units fit the Skaven feel quite well and some of the less functional aspects of the Orks like exploding weapons etc. add that unstable technology feel that goes hand in hand
with Skaven armies.
Dark Eldar - I've not personally investigated this army but on pretence they seem a good fit, especially from a weaponary POV.
Imperial Guard - The most common "play as list" guard have a unit for every situation although I find the structuring (platoons) to not really gel you can certainly get variety in your army with this
one.
Space Marines - People do it I've seen a couple done using this list but it feels wrong and looks wrong and in my eyes is generally wrong.
Chaos Deamons - I've not seen a list built this way but I'm sure you could, the only thing that woudl stop me, it's not so
40k and some of the units seem overly powerful for the rats.
Tyranids - Not my choice by far, however from a purely rules point of view they do work, my problem is identifying with the mini's on the board play as army's tend to at least reflect
the army which is why the majority of the units I have made have Ork based gear so they can be more recognisable on the table.
The second step again unlike myself would be to start with your basic troops get a look you enjoy and that fits your theme, that way you can scale the awesome up from there where in my case I made specialist units first then had to scale back which is a harder task.
Thirdly and very importantly AVOID the new clanrat boxes you have near zero choice in how these kits go together and they are undersized compared to other multipart plastics available to the Skaven player, your best bet is Plague Monks and Stormvermin and Gutterruners although I have personally not used runners (I wanted the robes and the armor).
Fourthly use simple conversions for weapons if you get too complicated two things happen, they become a pain to replicate and two they become to far gone from the base gun and makes it harder for players to figure out what guns are what etc. (optionally here you can buy and use 3rd party weapons which is what I have done for my clanrats).
