We're assuming that the Black Carapace technology comes as part and parcel with the Power Armour, which means that Power Armour comes with insanely good cybernetic surgery technology, I believe.

even better, because you need an insane amount of energy to produce a weapons-grade laser beam, and they can apparently extract this energy from the sun. What's better? Clean but not-quite-infinite energy from fusion tech that fits in a backpack, or clean, infinite solar energy that fits in a cigarette carton?

Tau XV15 stealth armour had the Burst cannon attached on one arm but the other hand was just gloved/plated. So no, the Tau stealth armour would not necessarily make it harder to hold a weapon. We can safely assume that the burst cannon is probably detachable to allow it to be attached to either arm, depending on what arm the wearer finds more preferable (since the
GW models had some with the
BC on the left and some on the right).
We have proof that some models of Stealth suit have manipulator hands and detachable weaponry (Last of Kiru's Line). We also have proof that XV-15s can wear the burst cannon on either arm (models), which implies that it's more of a locked-on overgauntlet than a hand-replacement.
