If somehow I could get DKoK in plastic then I'd go DKoK because they look so god damn awesome but I don't think I could face dealing with an entire army of resin.
Otherwise, I'd just go chaos again but maybe try out an army that wasn't primarily Khorne, maybe buy an army of the old metal Noise Marines with the Guitars and finally finish off a DoomRider conversion to lead them.

I'd just restart Eldar again, but this time I'd try a new paint scheme and maybe different units. I've always done a "mounted" army of bikes and transports. I'd probably still do that, but instead of Windriders and Wraithguard, I'd do Shining Spears and Guardians Although I probably wouldn't be able to resist doing everything as a multi-use model. Spears/Windriders, Grav tanks magnetized to be any possible tank option, Guardians that can triple use as Guardians/Dire Avengers or Rangers. So yeah, pretty much restart my army to be very similar to what I already have. Then again, I could do an entire Wraith-construct army including Wraith-bikes and Wraith-drones. or Exodites. In any case it would be Eldar agian

I'd start with superheavy tanks.
When I first started, one baneblade was all you could bring, so I bought one. Then I spent tons and tons of money on other junk.
Now? You can bring 3-5 (though I'd not bring more than 3 unless it was a huge game). So I'd actually collect the models I enjoy, rather than one model and a gak load of irrelevant accessories that are slowly decaying in a box (Leman Russes, mostly, but I have other stuff too).
Then, I'd pick appropriate support elements and start an infantry regiment so I have something fun and interesting to bring with the big tanks!

Started with Orks and would restart with Orks. No real regrets with my army choice and Deathskulls is exactly how I would paint da boyz again. If i redid my entire assortment of armies I would probably skip over the Grey Knights part of my Inq army and add more guard stuff instead.

I liked the idea of Dark Eldar as they aren't prevalent in my gaming group, but if unless you buy and read their codex its really hard to tell what each of the bizarrely named options does.
Even Eldar have more sensible names, Guardian is the cheap defensive riflemen, swooping hawks fly, etc.
But how are incubi and sucubi so different? What the hell is a tantula? It took months of play to figure these things out. DE are probably the least new player friendly faction just for how hard it is to figure out if you haven't played the game before.

My army used to be the broken 18ppm Spawns from IA:SoV an expensive ass Forge World book for Renegades and Heretics vs DKoK. The writers where ultra lazy in proof reading that they undercosted the spawns. That is why i dont respect GW or FW publishing.
Back then they moved 12", tarpitted large models, killed non melee specialists (Marines) through weight of dice, speed bumped true melee specialists all for the cost of 18ppm vs 33ppm.
Now the rules are accurately describes the Spawns as they should. Shambling masses of flailing flesh. They walk 7", have no punch as they slap you many times, and easier to kill (due to everything wounding them on 4s or 5s instead of 5s n 6s since they cant be T6 using mark of nurgle anymore)
Right now i am experimenting with Necron scarab swarm because they move 10".

If I could restart with the level of painting I possess now instead of what it was when I started I'd go with a new Ork army. I had orks before but everything looked crap and I sold them off. The Ork model range is so good now compared to when I started and I think they'd be fun as hell to paint. Problem is now with models being so expensive the idea of starting any kind of horde army is way to much of an investment.

Hmmm. If I could re evaluate things, I would probably focus on one faction, namely Chaos. Right now I have a Space Marine bike army, and an ork trukk boy army Shelved indefinitely. I don't realistically see any further support for marine Biker builds, and I'm not exactly into footslogging horde Orkz, which is the only way to run them.
But as far as a new army, I would love some horde daemons or Tzzangors.

Truth is they're my favorite ones. I'd certainly like to add more armies, but if I had to restart the hobby I'll definitely pick up the same ones and also 90+% of the same units I've bought so far.
I'd just skip the drop pods, the only 3 models I own that I never liked and added to my collection only for gaming purpose, now completely useless.

While not destroyed I recently shelved my Sisters (the only functional army I own at the moment) and eventually settled on Ad Mech. Goal is to do a Forge Moon Deimos army using Graia rules (aggressive Ad Mech is definitely an odd choice I admit, but I think it's a reasonably fun one).
A few things got me into them: the 1950s b-movie design (lots of glowy bits to show technology, the Kastelan robot design, the obvious regular guns with glowy bits glued on), and the fanaticism. I don't know what it is, but I love me some fanatics.
Oh, and I'm probably going to start every game with something like "That's a nice STC you have there. Mind if I borrow it?"

I'd first have to decide between Chaos (Traitor) Marines or Loyalist Marines.
For Chaos, it would be between Black Legion (easy paint scheme and I could easily make cultists out of Guardsmen) and Thousand Sons (one of the best backstories).
For Loyalist Marines, I'd be deciding between Ultramarines (Forgeworld bits) and White Scars (fast stuff and easy paint scheme)

My ENTIRE collection? I think I'd walk away. The only reason I have kept ALL of my armies is to play them when I want to. Starting over with GW is just not something I'd consider reasonable at current price value and time requirement. Right now, I'm buying Kingdom Death, which I consider to be a vastly better use of my hobby budget. The models are much better. The Monsters are HUUUGE! The people look like real people. And I don't ever need to buy duplicates to spam. Plus, it's co-op, so I don't have to deal with TFG. Winning!

I think I'd go for Imperial Guard. Orks always get shafted in their rules. Sisters will always get shafted for models. The non-primaris range of Space Marines feel obsolete and diminished in stature and the Primaris side doesn't have the variety of parts and armour styles that made Space Marines appealing. Chaos seem to be in a good place right now but the other shoe is going to drop on them for scale creep.

lol, i don't need to imagine this, lived it. Went from a pair of armies (10000 points each no forge world) nid and eldar armies respectively. 5000 point dark eldar army, and a humble 3000 points of world eaters. Lost all of that in a natural disaster.
Now running/painting, 3000 points of harlequin and 3000 points of tau. Once those projects are done i will be looking at daemons or orks.

I started with Blood Angels, bought guard (Catachans), and have started Eldar, Dark Eldar, Orks, Chaos Marines (twice), Daemons, Necrons, Mechanicus, and Custodes.
I still have Blood Angels, Catachans, Orks, and Mechanicus.
If I had to start over I would have started with orks and expanded with, and kept, dark eldar.
All my failed projected I sold to friends to get them into the hobby for cheap!
I'm in the beginning stages of selling everything but orks and Custodes, and I'm going to convert up some 'Space Gauls' for a guard army using mammoth type creatures as leman russ' with gun howdahs on their backs. Its going to take a while, so the infantry will first hit the field as orkish auxillaries, as gauls are choppy, and orks are choppy.
It should be a fun project!

I think I'd concentrate on terrain. So many good plastic and laser cut kits out there right now. Though I would get some miniatures. If I got a good insurance* pay out and didn't have to pay new money for the miniatures, I'd probably go for Tempestus Scions. Taurox would get the "APC Wheels & Suspension" conversion kit from Victoria Miniatures: If I had to shell out new money it would be Necromunda. I really like the new plastics. If I got all those painted before there was another gang to buy and started some 40k, I think I'd go for Death Guard through ebay auctions. Dark Imperium/Know No Fear set contents go for quite reasonable prices. * I do have an insurance info archive with pictures of all my purchases, scans of the receipts and so on. A digital copy stored online and a hard copy off site with other important documents. Spending $25-75 a month on the hobby adds up over a decade plus. I'm glad I documented it all along the way in case there's some major thing like a fire.

Honestly, i was answering to the OP question. In the case that i would lose all my miniatures, books and etc. (in a fire or something), i would not bother to start again with GW. Too much money, too much time and too little interest for them right now. If i'm still mildly interested in GW is because nostalgia and all the massive investment i did in the past 20 or so years. I only played and bought models from GW because i have many things from them and i like very much the background. This could change as it seems that GW is steadly commited to destroy all the good stories and background from their universes. They have destroyed now Wh Fantasy to make that... crap Shigmar, and they are changing 40k background towards something i'm starting to dislike.
GW's rules for 40k are right now a bland dulliness that i really cannot like anymore. I have stopped playing.
GW's models are not so good, despite their pompous statements of "better miniatures in the world", fact is that they are not. There are many many many other miniatures way waaaay better than GW's ones.  So if i buy models from GW is for all that "baggage" that i have with them and for the feelings i get from the background and stories... If i would choose only from a aesthetic point of view and a quality pov, i would buy other miniatures, not GWs ones.
So if all my books, models, etc would get destroyed... No, i would not take anything else from GW, thank you...

I was insinuating you were somewhat bitter against GW, whether or not you have a right to be bitter against GW due to the fact that they may or may not take advantage of their fanbase is another matter; one which I think the mods would be happy if we didn't derail the thread with.

My World Eaters would've been placed "on hold" until they get their own codex.
My Eldar would fade into memory. They've been super-boring (read: so-good-I-don't-enjoy-playing-with-them) now for 3 editions, so I wouldn't be arsed to rebuild them.
Edit: This assuming that I'd actually bother to restart.
I'd say it's a fairly big chance that I'd simply walk away from 40k altogether if all my armies went up in smoke.
Money isn't the big issue, time "wasted" spent modelling and painting would be.

My entire collection has been destroyed before (August 2005, Hurricane Katrina).
I've played Chaos Marines (Emp Chld) since about 1998. Sometimes they were just "pink marines" with no special rules. It didn't matter. The lore I found in the old Realms of Chaos books made me want to play them. So I built them. Then I lost them all. Yeah, It took a while to restart (I had more important things to spend money on, like towels and clothes). But I rebuilt the Emp Chld back up.
If I lost them again (heaven forbid) I'd take time off, but ultimately I'd rebuild them.

Interestingly enough, I played Guard since 2nd edition (as well as Eldar, and Dark Angels since 3rd, some DE in 6th). Started Tallaran, went Steel Legion 3rd through 6th edition. Sold EVERYTHING but a Rus, 2 Armageddon Basilisk, and a Manticor, back around 2013.
Just recently getting back some months ago. I started with my first love, the Guard. I'm using the GW tanks, but all the infantry I've been getting from Victoria Miniatures. I've been getting the Victorians (you know the Praetorian looking ones). Been loving it until... I read the new Codex. Lack of Regimental specific doctrines, and more importantly warlord traits and strategems for Praetorians irks me greatly. Now I wish I would have started a Guard Army that has access to one of new warlord traits. And I I just bloody started this Army.

I've been getting the Victorians (you know the Praetorian looking ones). Been loving it until... I read the new Codex. Lack of Regimental specific doctrines, and more importantly warlord traits and strategems for Praetorians irks me greatly. Now I wish I would have started a Guard Army that has access to one of new warlord traits. And I I just bloody started this Army.
See, my view is since my models don't tie directly to any regiment, I can use whatever one I want. I like the freedom of picking what I like.

Probably Eldar. They are the only faction i've never done anything with and too many of my recent painting projects have been metallics + layers of ink.

Dude, there hasn't been Praetorian support since the first sad and confused rumour of plastic Sisters first began the Pandorian task of instilling both hope and despair in players.
So in all honesty, just pick whichever regiment fits your concept of their style the best. Or pick a new Regiment each time you play somebody, or build a list. Roll a die at the start of each game, whatever floats your boat.

I'd still play 1K sons but I'd only buy the units I can use in this codex.
Currently going through selling a lot the codex can't use anymore.

If everything I had just went poof? I would struggle with the idea of building another army up from scratch, since I have just finished doing that for two armies of almost all OOP models (Tallarn and metal Blood Angels).
If I HAD to pick, it would be Steel Legion (again).

I currently play Death Guard and Space Wolves, but I'm not sure I'd restart either if my collection got destroyed for some reason. I like both armies' aesthetics, but I have issues with both gameplay-wise. I love DG's toughness but they're just so goddamn SLOW. I LOVE both terminator type models but I just can't for the life of me find a way to get them into CC against a shooty army (and even Warptime isn't going to solve that if you want to field 3 or 4 units). SW kinda has the same problem but a bit less. Still feels a little too sluggish for me though. I guess I'm just looking for a hyper-aggressive highly mobile army that can get stuck in quickly and neither of the ones I play are like that really. I'm kind of hoping that SW will get a similar treatment to BA in their codex as far as melee goes but if they don't I'm actually considering playing them with Blood Angel rules (Wolfy paint job (and heads for infantry), BA rules). SW just kind of feel too "tactical" for me while I just want to play a bunch of crazy berserkers and raiders.
On the topic of what I would choose if I had to, maybe I would choose Drukhari. I was completely uninterested in them at first until I played Dark Elves in Total War: Warhammer 2 and liked it a lot, and then started to look up their 40k kin. Now I like them a lot actually xD I don't know their exact stats but from what I've gathered they're a pretty mobile and aggressive army that is both good at melee and ranged offense but has paper-thin defenses, which is kind of what I'm looking for. So yeah, depending on how their codex turns out I might actually start a Drukhari army anyway xD
