These are actually not bad. They teleport or something. Just that noone ever notices. Also, they need LoS blocking terrain to hide until they do.
Dark Eldar Special Character HQ - 10
They do not even have models for these guys, after 2 editions and 15 years.
Grotesques and Mandrakes - 10
15 points? You can get a whole army for that much.
Hellion - 10
Cool model.
Eldar - 10
You can pick this one if you just hate Eldar
Imperial Guard Advisers - 10
They are expensive, and they don't do anything. As a bonus, many have options to increase their points cost while maintaining their ineffectiveness.
Imperial Guard Ogryns - 10
A throwback to the prison legions and Arbites of the days of yore, they are still considered to be 100% 'awesome' by anyone with passion for the Grim Darkness. Would that their in-game effectiveness lived up to their legacy.
Imperial Guard Chem Inhaler and Cyber-Enhancement - 10
You can also use this one to just imagine things that should be totally awesome, and are not.
Mortars - 10
Mortars are overpriced at 40 points, and there are much better options available besides. Why they cost 80, noone really knows. A cool model and a traditional battlefield role add insult to the injury.
Ork Looted Wagons - 10
Not only do they suck in general, not only are they the storied units of 15 years of Orky goodness, but there are better options doing the same things right in the same Codex. Avoid.

I don't think you can actually buy this guy. I think they just put him in the book to see if anyone would ask about it.
Vespid Stingwing - 10
They were added to the list to be not only a new alien (the Wasp-Guys) but given a new cool alien gun. They could have done better.

Cool new model, crappy new rules.
Sisters Repentia - 10
OMZG!!!! T3 4+ and a S6 power fist, all for 20 points. WOW. Pretty good at taking out vehicles, in a list loaded with melta weapons.
Penitent Engine - 10
MAN. This thing would be cool if it was cool. But it is not.
