I wouldn't dismiss the allegations out of hand. Obviously, there is little that can be done to confirm them, but it doesn't strike me as something which is particularly unreasonable; especially with respect to the ISI.

Well for certain parties, long term health care plans are right out, but that support team needs healthcare and a good pension plan. Probably some good stress pay as well. You're also going to need, just to think of a few:
*software tech backup, maintaining Windows programs doesn't just happen you know;
*HR personnel to manage these resources;
*Audit to make sure the whole thing is working in accord with appropriate procedures, else remedial training is needed and additional resources required. We might need dedicated compliance staff to handle audit related functions.
*A good accounting group. The money must flow.
*Resource procurement (aka lobbyists) to keep the above money river from drying up.

If my experience of working in big organisations is typical, a normal company or state would simply create a large department of suicide bombing, who would then recruit a lot of consultants to tell them to spend the budget outsourcing the work to agencies.

What shocks me most is that the Iranian authorities think enough of their populace will beleive that make it worthwhile to claim that.

Those are merely fancy hardware agencies.

Of course they are trying to save money. They did it for cost-effectiveness. (Cheaper than trying to design the hammer themselves, which would be beyond their capability.)

Of course it's FEASIBLE that there was US/UK involvement, if only financially. In the same way that it's FEASIBLE I might find a £50 note on the street tomorrow. Feasible is not the same as likely, though....
