As ever in 40k it really depends on the planet, but on a "civilized" planet they would be as common as they are today. As for cars that also highly depends on the world. They could be anywhere from primitive, smoke belching lumps of metal to sleek, high tech anti-grav cars.

I think they had Grav cars (I think referred to as Airspeeders or Aircars most of the time) in both the Gaunt's Ghosts, Eisenhorn and Ciaphas Cain books... but I'm not positive. I think, however, it's more likely you'd only ever see them on very rich, industrial planets and even then only with the elite.
Still, for some reason whenever I think of 40k civilian vehicles I always think of something that has at least 6 wheels (moar is bettah!). I guess that's just seems more 'sci-fi' in my head?

The real elite have horse-drawn carriages, to show how bloody rich they are.
On a wealthy, high-tech world you might find everyone and their dog has an anti-grave vehicle, and it is a sign of wealth to drive a steam traction engine.

Hmm, whilst I came into this pretty decided that they don't have anti-grav cars, I think I'll actually have to say they might.
I'm pretty sure they never use them in any of the black library novels, but neither is there anything to say they can't.
GW is quite adamant that the imperium can't produce Jetbikes (Sammael having the last known Jetbike) but the Land Speeders are an recovered STC. That means that atleast one forge world (most likely more as the Land Speeders are by no standard rare) have the ability to produce the anti-grav generator necessary. I can imagine that the adeptus mechanicus could incorporate these into civilian vehicles for an truly amazing amount of money/favors. If this is true though, I see no reason why the imperial guard lacks anti-grav units.

Anti-grav technology is difficult to maintain and repair, not to mention manufacture, and so is inferior to track technology most of the time. Sort of how you don't usually bring a Ferrari into battle.
I believe there is fluff mentioned for a few Imperial Guard regiments/AdMech vanguards having anti-grav tanks, but they're very rare.

When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it. |

There's an aircar in a Ciaphas Cain novel, Chaos Cultists try to assassinate the regiment's high command by driving it through the wall of their HQ.
And there are anti-grav cars in that Ultramarines book that was set on Pavonis, I remember the elite rode them about...

It's important to remember that there isn't really any such thing as "imperial culture". Every world was isolated for many thousands and thousands of years before joining the imperium ten thousand years ago in the great crusade. At that time, only a few requirements were put into place.
Like Tyyr said, so long as you you pay your tithe and keep your nose clean, you do whatever it is you do and are protected by the imperium in return. Planets range from feudal medieval that provide nothing but man power to mind bogglingly high tech societies with magic floating drink trays and so forth. Everything from socialistic to capitalistic is represented somewhere, and if you look really hard, I'm sure there's a planet somewhere that offers free health care! =)

Cool, I was thinking of making a Big Imperial Cathedral like this one from Hirst Arts.

It is where People from the City come and Worship the God Emperor and work. The Cathedral is like a Church and a Government Building. It gives the People inhabiting City work to do(If they like it or not). In return, The Cathedral (Church/Government Building) provides shelter and food for the people, The People sleep in the Cathedral or in Hotel like Buildings around the Cathedral. This is a FUTURE terrain project in my life. It's an Idea if I should do it later in my life. Besides I am only 17. Maybe 2 years from now.

In the Ravenor trilogy, it makes several referances to restaraunts, bars, internal combustion engine-driven vehicles, and I think even a quick mention of small personal flying craft. I always imagined modern day Earth meets the Jetsons.

Not much to add except I always see 40k cars as having a strong 30s art deco vibe. I think on most worlds they would be controlled and restricted to the elite simply because mobility=freedom. If everyone has to rely on the trains or whatever it's easy to shut down their mobility.
Still you'll need buses and trucks just to keep society running.
So anyway some ideas.

As stated it really depends on the technology/wealth of an individual planet. Many books refer to the powerful and elite on developed worlds having air/grav cars and fine eateries right down to smoggy clunky combustion cars, electric vehicles and seedy bars and watering holes in slums and under hives. And yeah they always seem to have a vibe of 30s and 40s art deco attached to their descriptions. Of course these are purely for civilian use and likely not robust enough for army use. Though troop trucks and big 8 wheeler variants are mentioned at times for logistical non combat use in imperial guard novels.
