City Terrain. Only, take it to the next level. Multiple Tiers, with Bridges and Passageways and Towers. Just go crazy with the CoD Buildings, do something special with them. Roads and Alleyways down below as well, for cinematic ambushes and traps! And some insane centerpiece, like a Ruined Chapel. With Interior Detailing, methinks.

Swamp.
There are no rules thus far governing swamp terrain, and no terrain sold by GW (or any decent third-party seller that I've found so far) that represents it well.
I want me some swamp! And not pansy Bayou gak, I want goddamn Dagobah.
Oh, and special rules for an ice world would be cool, but second on my list. Just about anything sandy or rocky can be made to look icy instead, so I'm happy with the terrain there.

A mountain board, complete with a plateau or two, peaks, narrow passes, rope bridges, caves, a tunnel, and waterfall. Ideally with would be impossible for normal tanks to work on, but would favor a infantry heavy army, but I think it would be really cool to see done.

Personally I like industrial settings. Just drive by an oil refinery or a power plant and you'll be able to see enough from the street to give you a set piece.
Just my opinion but from a design perspective try to model things so they are 45 degrees off-set from the edges of the board.
I would have tenaments where a certain corner of the building is broken off and counts as elevated terrain but the rest of it counts as an intact building. Then pin together the parts instead of using glue so that you can remove them for when the building gets destroyed!
Make parking garages for a differant look but more or less the same game play feel as the cube buildings. On a simular note parking lots and parks give you a good excuse to plop a killing field into the middle of an otherwise crowded city scape.
Power Transformer stations are an often over looked touch that gives you a unique look and possibly an objective.
Subway stations can give you the illusion that there is more to the city then what people see. And it could add a game mechanic or you could model some rubble ontop of it so that people know it's caved in.
Statues are often overlooked because they don't add much in the way of gameplay but they do look good on a set piece.
A shipping dock could be a huge set piece and it adds something else to build\use for when you get bored with the generic square buildings.
I would love to make a construction site so that it looks like the war broke out suddenly instead of the usual "This place has been a battle ground for decades" feel that you get with everything that GW puts out.
Strip malls, corner stores and gas staitions give a more suburban setting.
As a personal touch I've never gotten around to it but I've always wanted to model my highschool for use as a terrain piece.
My brain just doesn't stop when I get into ideas like this. Which is probably why I rarely finish them but I hope I gave you something to work with.

I would adore some sort of very desert-y terrain. not the, "oh, look. Sand. It's a desert.", But a full blown ruined bunker complex, with dunes, sinkholes, trenches, all the gubbins.

1. A full hive city in a state of decay after months of intense fighting with all kinds of remnants of previous battles strewn about the streets, and in one section their would be a crashed warlord titan on top of a pack of decaying hierophants. Just think of all the things there would be in a hive city!
2. a to scale imperial warship (like a small one ie destroyer, possibly crashed)
3. a canyony, foresty grass hilly place just because some of the first warhammer 40k things I saw where battle reports from the late nineties in white dwarf and that's all the played on.
both 1 and 2 would have multiple layers that you would have to take apart to get inside the interior of the city's buildings/ships innards, and there would be huge rooms like a chapel that tanks could battle in or something like that,

It would give an a impression that the battle has been going on for awhile.

Actually in the Skaven realease issue of White Dwarf they gave a campaign based on the Thousand Sons attacking Fenris, and it gave rules for Fenrisian storms, frozen lakes/ rivers, and icy crags, their pretty cool too, and I highly recomend them!

You could have a valley / pass winding through the middle of the board for vehicles, perhaps with a small open area in the middle.
Imagine it, convoys of tanks falling prey to ambushes from cliffs and crannies above

I giant chasm with tons of tiered bridges and buildings spanning the gap and built into the canyon walls. The entire playing area would be raised above the board.

Lots and lots of buildings that are not ruined Imperial buildings, ruined Imperial buildings, and more damn ruined Imperial buildings.

GW really needs to expand their catalogue of available building and ruin-type terrain.
Oh, and anything at all that can be totally modular and painted in a number of different ways is going to be a big hit. For example, a big bluff or some rocks that can easily be painted as desert, ice, temperate, plains, etc.
I'd also really like to see more in the way of forests and trees that aren't crappy little sprues of three trees. How 'bout a forest-scape type terrain piece, that'd be a large 12" by 12" stretch of overgrown terrain with slots for six or seven trees. I would absolutely love the hell out of that.

My friend was talking about making a dense forest that was really just a donut of trees, with a removable middle to place the armies.

I'd like a full 6 x 4 trench network, no-mans land, barbed wire, craters, mud mud and more mud!
As my orks are supposed to be on a world where it never stops raining and there is very little sunlight, so the pdf just dug themselves in! Though my mud basing needs a little work :(

I like the trenchworks idea.
Personally, I'd like official rules for things like sandstorms and other desert phenomena. I played a game one time that took place on the homeworld of my Marine chapter, a desert world where the human population lives on high plateus and bluffs, and the dunes below are almost uninhabitable. The sandstorms are so thick you can't see more than a few feet in front of you and so harsh they'll flay the skin from your bones.
We played all terrain, clear or not, as difficult and dangerous terrain for infantry only, and used Night Fighting rules for the entire game. On actual difficult terrain, you could only roll one die to see how far you could move. It was pretty interesting. I lost about a third of my Marines to dangerous terrain over the course of the game... he lost about half of his Guardsmen.
