Don't you mean any OTHER races, besides Dark Eldar?

If so, then the answer is yes. The Imperial Assassins make extensive use of combat drugs, as do marines (produced by their own bodies to enhance reflexes and strength) although the effects are generally included in the unit's stat lines as opposed to being a separate special rule. In 2nd edition there was a Combat Drugs wargear card that was available to pretty much any army.

Combat Drugs are very widespread and almost every humanoid race are hinted at having use it at some point or another. Only the Dark Eldar have it as an actual rule though, since most other codexes justify it through a USR the unit has or an improved profile. CSM took the cake before in 3.5 since Noise Marines had access to combat drugs, and they also had access to Fabius Bile, who basically made the entire unit of Marines turn druggies.

Which still leaves everyone else; and on the topic of the GK's i imagine they would produce natural combat stimulants, just like normal marines. Also, tyranids make extensive use of adrenal glands

Numerous guard regiments make use of stimulants and combat drugs afaik, the chem-dogs being the obvious example; andTau have stimulant injectors wired into Crisis suits
