Yes and Yes. The deff rolla does damage during your movement phase, which is before the shooting phase.

No passengers can shoot if the vehicle moves over 6". Doesnt matter if the vehicle is fast, open topped or any combination, passengers CANNOT fire if the vehicle moves 6" +

You always still have the option to get out of your wagon after deff rollaing, then you can shoot/assault the unit that fell out of whatever got rolla'd even if you moved over the 6".

The movement rules are quite clear on this, Tank shocking or not has no bearing on passengers being able too shoot, only the speed you move dictates if you can shoot or not.

If the BW's actual movement is beyond 6"(7 for Red Paint) the unit cannot fire while embarked; if it rams(the only way you can damage a vehicle with "tank shock") then you must attempt to move your full 12"(13 with RPJ). Now depending on whether you are in the "Defrolla exploding the vehicle= BW continues to move" or not will dictate whether the BE will continue moving after the vehicle is destroyed and whether your unit can fire or not.
So you are both kinda right(and jimdah is absolutely correct, no matter how far the BW actually moves it cannot fire, even if it rams less than 1/2" and fails to explode the vehicle).

Yeah what's even worse in this combination man is to take a big mek with a KFF and Burna, then tag 15 burna boyz with him. Then roll up 6(or 7) inches, if you tank shock a infantry squad it take 1d6 str 10 hits, then roles morale or runs away. After that since you were within movement parameters and it's open topped you try and hit as many members of MULTIPLE squads as possible (if you can). That one template's number of hits multiplies by 16 and then you laugh and laugh and laugh.
I call it operation Burn Tank, deals with swarms like no-one's business! I have wiped out 4 IG squads at once with this tactic in just one shooting phase. Best part? The boyz are still safely tucked away protected by the AV 14 and KFF save. And even after they pop your BW you could run those burnas out and have power weapons the next round.
May your enemies learn to fear your burning Deff rolla!

2 issues;
1) you do not make the d6 s10 hits until after morale for tank shock has been taken(this doesn't really matter, but in the event that they pass their morale, and decide to DoG, then it becomes 2d6 instead of 1d6).
and
2) it will be a very, very rare occurrence where you can legally hit 2 units with template weapons from an open-topped vehicle; this is due to the template rules(must cover as many models from the target unit as possible); only real way to hit 2 units legally is for you to target the one farther away and have the largest concentration of those models behind models from another unit.
16 burnas is really harsh, even to SMs.

Not correct.
if a unit fails their morale test they immediatly begin falling back.
if they pass the test they get out of the way or choose to DoG.
they always take D6 Str10 hits.
if they choose to DoG they take an additional D6 of Str10 hits. the model that is DoG then does so as normal(and will be killed if he fails to stop the tank)

So when do the S10 hits come into play? After the DoG or before or at the same time? If before there is a chance that the model attacking could die.

No, I they take the D6 hits even then.
I belive the Deff Rolla says "any unit Tank Shocked by a vehicle with a Deff Rolla takes D6 Str10 hits. if the unit elects to DoG they take an additional D6 hits"
a unit which fails their morale test was indeed Tank Shocked, so they take the Hits. they must have been Tank Shocked, otherwise they wouldn't be running away.
