I'll be frank, when I first read that, I didn't get it. It was only 5 minutes later when I went to the toilet that I had a "Oh, THAT'S what it meant!" moment.

I don't understand (having never seen an episode of CSI), why do all the pictures of the dude have him wearing sunglasses and then putting a pair of sunglasses on?

I don't believe he actually does that in the show. Its part of the joke of the meme...
He's almost always wearing sunglasses, and when he does one of those YEAAAAAAAAAH lines he's almost always putting those sunglasses on.
