Mainly due to the fact that they don't pay tithes (bar geneseed) and the population size of Nocturne means it is definetly not suited to IG recruitment.
IG recruits from heavily populated woulds that won't miss the thousands and thousands of people leaving the world, most space marine recruitment worlds have generally low population levels, so trying to raise IG troops would not work.
The Ultramarines are an exeption to the rule due to the fact that Ultramar is one of the most stable areas of IoM space with large populations.

You want one, make one. Say it's a company sized group of Nocturnians who failed whatever hoops the Salamanders make recruits jump through, but didn't die (say it was early in testing, when the trials aren't so fatal). They're big on the Promethian cult thing, and want to sacrifice to help others. They have the Salamanders make the call and in a few months a transport shows up. For fun, you can say the Salamanders built a bunch of their equipment for them.
It's not like the IG has ever turned down people looking for meat shield duty.
As long as you don't do something silly like make the regiment something like 20% of Nocturne's population, it's all good.

I just have a thing with painting Human skin (I always have). And since I got my first Imperial Guard Model I thought about a nocturne based IG
1: Some people get racist about it  (use your head and you will know what I mean)
2: It is my weakness
So I thought..."Hey! How about a Nocturnian Company?"
The only problem was the fact that it was an astares world, but I did not think about survivors, so thanks! I may go and do that!
I hope it matches my armour scheme of a dusty/grimy brown! (scorched, bestial, dash of graveyard) Though I may have to change the clothing colors......
Thanks much for the ideas for the fluff for a salamander IG army!
...they could also be salamander survivor/rejects......
I porbably should start a paint/model thread if I continue talking like this though!

Oy.
1) The dark skin and red eyes is a byproduct of Nocturne's radiation and the Salamander's geneseed. I don't think there's anything that indicates how the regular humans there look.
2) If you don't like doing pale flesh tones, you can say your crew is from any old planet, don't need Nocturne for that. Or even do them up with camo face paint.

The Verghast in Gaunt's Ghosts are black, the Vitrian Dragoons(a highly lauded and respected regiment) hail from a world of darker skin tones, and those are just the two examples off the top of my head.
You might want to look around for stuff about skintypes and why they evolved in human beings though.

It was due to environmental situations, yes. But it only was for those living on the African continent.
Notice the skintone of Arabic descendants and that area of the "Cradle of Civilization". It's not "white", but it's also not "black".

Pretty much, when people migrated out of Africa to colder regions, the dark skin tones were no longer needed as protection from the sun, because there was less of it, and clothes were becoming more important due to the cold. Lighter skin is also more efficient at producing vitamin D due to exposure to the sun so this change also added a health factor.

Yes good point. So in the grim future, most are white due to less need for adaptation to enviroments. besides they are always in dark hives and starships, and you know what less contact with the sun means: more albinos.(just look at cave creatures ,like the bugs.)

Pretty much, if you're never in contact with any form of light, then having melanin and all those other fancy things that protect and benefit from light will do you much good
Though albino's are the worst choice for a universal soldier.

Well the skin scheme I am failing at is a basecoat of Tallarn Flesh, layer of dwarf flesh and a highlight of elf flesh, and a wash of ogryn flesh.
I do not know what to do for Salamander skin though.
What Kan said was 'The Verghast are black' which is untrue since not all of them are.

Problems with this idea:
1. most chapters only trial small numbers of boys every recruitment phase (sometimes once a 100 years) so the number of living failed applicants will be tiny.
2. the Salamaders are a small chapter, so recruitment is even lower than normal, it would take millenia for a company sized amout of failed applicants.
3. most chapter worlds of higher tech and understanding of the IoM provide their full support of the Emperor in servicing the chapter, so IG recruitment would seem odd.
4. those that fail the trails for whatever reason are still 'property' of a chapter. so depending on how well they survived they will either become serfs or servitors.

If sunlight is always a factor why are the Inuit not the palest people on the planet? Yet you see tan/ruddy skin tones in the northern most tribes of Russia and the Americas. Following the migration routes of early man they have been in the north longer than the Scandavian tribes who are white/pale.

This is a misunderstanding of the evolution of skin colour in relation to the sun, and also about light levels in the artic.
A. most artic living mammals have jet black skin (polar bears/foxes etc) to allow greater heat absorption
B. human evolution has been hit and miss due to the rapid expansion of the species and its levels of isolation vs. openness
C. white skin was found to a usefull adaptation (or attached to usefull adaptations) in Northern Europeans, while at the same time it was not in Mongolia/Canada so was not passed down
D. the artic has a has two Seasons of equal length, summer and winter. In summer is light most of the day and with little cover and a white ground surface (which reflects light) means that people in an artic summer would probably have very similar contact with light as people on the Equator.
The important thing to remember with evolution is that all factors are of important, from social to ecological.
The reason why most worlds in the IoM have either a single or very dominant race is due to (bar the easy writing reason) the fact that planets were populated by colony ships so will have a narrower selection of genes and also population groups are no longer isolated from one another due to transportation so different racial groups would not form.

This is true. According to the codex the black tone on their skin is because of mutation in their gene-seeds (nocturne radiates much  ). Same thing goes with the Raven Guard, which members are always albino (again mutation). Strangely enough, I recall that Raven Guard Marines dont suffer from direct sunlight although they do prefer to work in the dark.
Any IG forces stationed in Nocturne would suffer from severe mutations (mostly cancer, I think). Their skin tone wouldn't change but living in Nocturne will cause some health problems.

A. IG wouldn't be stationed on Nocturne, its a space marine chapter world.
B. due to the natural enviroment it is more than likely natives would have darker skin to protect them from damage to a degree.
