I would not say a whole new army 40k is pretty saturated but I think it would be neat if they came out with a supplement codex that has some back story and rules for some of the minor alien/abhuman species in the galaxy and that they could be a add on to existing armies kind of like a mercenary force or something.
No, noooooo. Unless we added a Mechanicum army (FINALLY), GW should just focus on developing good rules and fluff for the existing factions. Not adding another one.

Yes I would. It's been over a decade since the Tau were introduced and there's been nothing new since except for endless imperial subfactions, which is the last thing we need more of.
I don't know what exactly I'd like to see, but something new and different would be welcome.
I would just a merc army list. Units that tend to wander like marines "chaos normal" kroot and imp. You hear about them in dif codex/books about a space marine comander who has a traiot as second in command "well traitor in a lose sence something like he left his postion" and has a few tau hanging around him.
Hq: Marine/tau commander"farsight"
elite: crisis, some chaos termies or some imperal gaurd forget there name kashakin
troops: Imp troops and firewarriors or cultist nothing to amazing after all they are freelance.
fast attack all transports/ skrimishers
heavy nothing big because they need to get out fast so things like mmmmm preds I guess
A hole army thats ment to be freelance mercs nothing big or heavy just odds and ends with strict 0-1 to 0-2 per unit to represent how scarce things are they scavange from the battlefields. Keep what you kill.

I'd like to see a streamline of races, combining the space marine chapters was a good start, but since then there have been a whole load of books and supplements that could have been covered elsewhere.
With unbound available there's no need for more supplements, when any player can take what they like.
Once things are tightened up then new armies could be looked at

First step would be to do some streamlining, cut all marine books outside of grey knights and combine them into one. With proper chapter traits and unit restrictions you can easily keep the unique flavor of the army without having to shoehorn even more awful background and stupid units in order to justify it being unique. Also players will never have to worry about their chapter being left behind in terms of updates and more overall options would open up to marine players. It also means when GW does update the marine codex, any entries they decide to add will actually make sense instead of silly stuff like elite of the elite of the elite terminators and bikers we have in the Dark Angels codex.
For a new race it might be best to look at an existing alien factions and expand on it, such as the Barghesi they sound like an really cool faction and we really need more xenos groups. Everything from how they look to their history and way of fighting is open for GW to expand on and they could potentially do a lot with such an underdeveloped faction.
Ultimatly I don't think I would want to see a new race. There's simply too many races in 40K as it stands. and GW can't fully support what they have. take a look at sisters of battle as an obvious example. no matter how you slice it they're under supported.
even with the rapidly increased release rate, a number of armies still have yet to get a new codex. GW still needs to do, Space Wolves (yet I know they're pretty much confirmed next) Blood Angels, Necrons , Dark Eldar and grey Knights.
And that's generously giving GW a 6th edition credit for the digital SOB codex.
assuming GW sticks to their "once every 2 months" schedule that's a years worth of codexes there (and this is assuming they don't decide to write some 7th ed codexes of the 6th ed stuff)
once that year is up, yeah MAYBE GW could look at adding new races, but any new race would likely be model light, and thus kinda udnerwhelming. ESPECIALLY in light of GW's "it has to have a mini" policy. most likely GW'll contiune with the supplements, and "special formation codexes" ala temptus.

There are already enough factions as is, but I wouldn't mind seeing the ill-supported SoB swapped out for a new race. I also wouldn't mind seeing the BA or DA being swapped out.
I really can't think of a niche that needs to be filled. It is always cool to have more variety, but what ever is made will be a rehash. Mechanicum would be cool.
Genestealer Cults, Squats and human 'accepted' mutants, Joquero, PDF forces, Chaos Cult Renegades (humans, not renegade chapters), Xenos Mercenaries like Kroot and Loxatl, Xenos Hunters like the Inquisition Ordo Xenos and Deathwatch Space Marines, the Mechanicus army that I forgot the name of. All of these could use their own books.
Agree on streamlining, give optional add-ons and traits without the ridiculous fluff units to justify codecs for every SM chapter out there.
If they were to make a new faction I'd vote Demiurg though I hardly think its necessary. I don't mind a bit of WHFB in spaaace(!) if its done well and I quite like the minimal fluff presented about them so far.

Here's an idea, lets swap out your Iron Warriors, since they don't even have a codex. I mean, no codex, so nobody can possible play them!

personally in my opinion, they should have legion tactics, roll all sm into one book and make another book for inquisition, guard, sob, scions, and add mechanicum.

I don't play Iron Warriors, I play Iron Hands Swapping out the Iron Warriors would be kinda hard since they do not have a codex of their own, and the Iron Hands only have a supplement. I think BA, DA and possibly even the SW codices should be dropped in favour of supplements. The SoB have a codex, but they are barely supported. They would be better suited for a supplement codex similar to the Legion of the Damned and Inquisition. Than in place of those codices, GW could introduce new factions like the Mechanicum, Genestealer Cults, Lost and the Damned or any of the alien races.
All of the "new" armies you just mentioned are actually more supplement worthy than sisters, except maybe the mechanicum, there should just be a codex sm and a codex other imperium military stuff
Instead of an entire new codex for just one race... I'd like a book that includes all the minor alien species.
Xenos Detachment-
Like the Inquisitorial detachment, you could take a squad of Hrud or Thyrrus, etc. alongside your main army. Allows you to fluffily represent Xenos mercenaries, and as its a detachment, they'll generally make up a minor part of your force considering they're minor species
A supplement about the size of what the stormtroopers got, but adding Rak'gol as a Dark Eldar subfaction or elaborating on the Kroot or Vespid subfactions in Tau forces.

Couldn't you add another alien ally to the Tau? That's what I thought were originally for; to add new races without needing an entirely separate codex.

They'd only do that if the new race followed the trend of being either useless, or terrible models. :p
Seriously though, they need to do a proper release of SoB before even considering a new faction.
