I've got some extra marines and a bunch of bits , and I was thinking of converting a couple units of Noise Marines and maybe a MoS detachment.
Having a couple troop units shooting 3 shots per model from 24" seems pretty fun from a "bucket of dice" point of view.
My question is, are Noise Marines competitive at all? I've never played with them or seen anyone else play with them so I'm just trying to get a sense of how they play on the board.

They're good troops and for holding your own objectives in the backfield, but in order to make them troops and OS, you need one of the worst marks on the Lord.

I've been wondering how good noise marines with X2 CCW and FNP would fare. Doom siren on the champion, charging from a rhino with dirge casters. Striking before most enemies, 3+ and 5+ FNP for those few who hit back and manage to wound. Am I being fanciful?

Seems like you could do the same thing for cheaper with regular marines with MOS, IoE, a flamer, and CCW.

Lucius is pure junk. A custom MoS Lord would be better if you really want the Noise Marine troops. Sure you won't have a Doom Siren and the fancy challenge thing, but you can be better in literally every other area.

Except as melee troops there is always the risk of losing combat, failing morale, and being swept as your guys arent fearless unlike Noise Marines. Plus, are you really comparing a generic flamer with the doom siren? Really?

To OP: For the devotee of Slaanesh, Noise Marines are probably the most flexible jack-of-all-trades cult units of all. If they are obsec, you can put them in a Rhino and go for melee to yank enemy objectives off enemy squads until literally the last FNP-enjoying Noise Marine is slain, or camp on your home objective and practice pest-control with a 24" threat range with all those sonic blasters

No I wasn't trying to compare flamers to doom sirens, just pointing out that a cheaper lesser flamed was accessible to standard csm, as well. Point taken about fearless, as well.
So is the idea for the CC Noise Marine units running around in Rhinos to have them add a CCW, or replace their BGs with a CCW for free, or a combination thereof?

I am sure he is great in epic one-on-one with a high-cost opponent but he never will see that on the board.

While thats true, the idea of driving around in a rhino with him and minimum squad of noise marines with a noise champion who also has a doom siren makes me giggle. You can probably get away with a single drive by before that vehicle gets shot all to hell. And probably only once per opponent.
I have always loved noise marines, I just wish GW didn't saddle them with the stupid salvo rule on their guns. It really limits their versatility. However, I will say this. Dont try to do to much. Make a combat squad in a rhino and leave the sonic weapons at home. Or build a shooty squad and park them in cover leaving the combat weapons at home. The biggest problem I see is where people try to get them to do both and as such they never really do either very well for the points they end up costing.

My first impression from reading the rules is to just have units of objective campers with sonic weapons. It never occured to me that they have potential in CC until I read this thread, and I am rethinking that now. However, I wouldn't put anything in a Rhino CC unit sonic-weapon wise execept the Doom Siren, I think.

I'm actually kind of confused by the wording of the blast master. Does it mean that you need 20 marines to have 2 blast masters, or 11?

If I remember the FAQ changed it so its two in 10. I remember it was a pretty sticky point when the codex first dropped. Also now the noise champion can take special HTH weapons.

Well look at that...as you say, FAQ states that one model may take a blastmaster with no conditions, and if the squad is 10 or more models, a second model may take a blast master.

I loved them back when they were AP4. A strength 8 blast is good no matter what AP it is.

They seem to work okay if you set them up to run in and cut stuff up, but that means not using their sonic weapons much which makes the whole 'noise'marine thing slightly irrelevant. The alternative is no upgrades except blastmasters, which still seems like it's missing the point a little to me.
At the moment they are more like Stim marines with an option to become fuelled by drugs. I don't really think the rules match up to the Noisemarines ideal very well. I'd like to see the return of a Psychic Cacophony in some form and an improvement to Salvo to make Sonic weapons worthwhile.
I personally would like Salvo to only reduce number of shots but not range when moving, but reduced range instead of shots would work too.
