It seems to me that the Holofield is the biggie when it comes to keeping an Eldar skimmer on the table.

Does it make sense to go after a Holofield laden skimmer with troopers.

Would a couple of bikers (Champion and a IC) with Power Fists work.  I know you'd need a 6 to hit, but with enough attacks could you get a couple of S8 or S9 attacks with a chance to hit on the penetrating hit table?

Am I misreading the rules?

You're misreading the rules. Even in H2H damage the Holofield is still active and all penetrating hits are downgraded to glancing.

In my (german) Codex the Holofield entry reads like: "Whenever a role on the damage table is taken use 2 dice..."

Therefore closecombat seems to be affected like shooting.

Bummer. So much for that. Does the Holofield make all hits in H2H glancing or is that cause its a skimmer or because of its movement.

That would be the "Skimmers Moving Fast" rule and would only apply if the Skimmer ended its last movement phase more than 6" physical inches away from the point it started its movement phase.
