Understanding the line of sight issue, what would the height be for a skimmer to determine LOS. is this left at the discretion of the modeler entirely? Basically, it depends if they put the tiny flight base on it or a custom-made 24inch one???

Also, is the skimmer limited to that height for the entire game unless hovering over sized area terrain?

For purposes of LOS, the skimmer is whatever height it is. So yes, you could model it on a very short or very tall stand to change its LOS profile. Note that units shooting at it will be able to take advantage of this LOS as well. Note also that actual model height is irrelevant when shooting over/through Area Terrain and ongoing assaults, for which you reference size categories. No matter how high you mount your Landspeeder, it can?t see or be seen over size 3 area terrain. And no matter how low you mount it, it can see and be seen over size 2 area terrain.

Modeling can be used to your advantage. Not a nice thing, but it can be done.

The second Q is iffy. We may have to fall back to the fact that no rule allows you to change the base during the game.....
