Pretty straightforward, really. Can an Eldar Farseer use Fortune, Doom or any other psychic powers on himself or any other units whilst in combat?

Always outnumbered but never outgunned.

Some powers require line of sight and replace shooting attacks, like mind war. These would not be castable into combat or while the farseer is engaged. Doom, guide and fortune are cast at the start of the players turn and do not require line of sight and do not replace a shooting attack. They would be castable while the farseer or the target are engaged.
