I'm noob in 40k. Would like to check with you guys regarding these:

Is it true that the most you can cause with No Retreat Rules is 3 wounds only??? (being outnumbered 4:1 or more)

If that so, meaning the best leadership modifier value is -5??? (Outnumbered 4:1 or more and less than 50% unit strength)
