Companies can be both clever and incompetent at the same time, especially the larger they are.
The app is clearly the result of GW's limited experience (even taking into account azyr) with electronic rules ( GW's online rules offerings have usually been subpar), combined with an unrealistic time crunch, combined with a pandemic making that time crunch even worse. The proper response was likely to just NOT announce it and wait a while to polish and test, or at least inform us that the product wasn't up to snuff and is getting delayed. You can even lean super hard on a pandemic to mollify ill will, most folks will accept that explanation. But I suspect the people making the app and the people dictating the release dates probably never talked much, or the people making the app felt they had to or simply could blow smoke up the ass of the people making release dates out of fear or laziness.

Isn't it a bit odd that Maelstrom has no mention in the core rule book? From what I've gleaned, it's still valid because all its rules moved to CA, but do you think its ommision from the main rules means it's days are numbered? I mean unless I've missed something, GW haven't even mentioned it in passing in any of their updates?

this is GW, it takes a lot more than that to get the community raging
How they handled the launch box, that there is no starter box, a new Marine Codex last year although they knew that it is going to be the first faction in 2020, the App, that you need to pay for a part of the new Edition Errata, Full Rules still only in the thick book.
in the case of the codex, people are happy because GW did what they should have done long ago
some are happy because they now get all the shiny new Primaris stuff, others are happy because Codex hopping is done, the some are happy because they hope that Eldar and Orks will get the same
for the other things, any other company would have at least needed to come up with an official excuse why things were gone wrong
but for GW it looks like everything is working as planed and the community is ok with that

The point of the last Marine Codex was to break the edition, clearly.
They replaced a fairly balanced book and a reasonably balanced game (the best it's been in a long time actually, in the summer of 2019, even though there were still a few outliers) and threw a grenade at game to make people eager for 9th.

I think it is the first time I fully agree with you Sunny
but yes, the whole last year was to there to get people ready for 9th and that even those who really liked and enjoyed 8th were looking forward for an update

why do you think that the part of the App we got is incomplete?
because it is bad? because AoS App looks different?
For the part of the App that did not made it in time, we already got an official delay until August
what indicates that the existing part is not excitably that what GW wanted for the App
the stuff we get does everything GW announced in the usual GW manner, it is not what people expected from a well working App, but everything you expect from a GW product
and GW knows that they want to launch the new Edition in July 2020 for 3+ years now and that people want an official App for much longer, there is no excuse that there was not enough time or why they did not use Azyr as a base
that the AoS App is better/cheaper is for the fact that this game still has a bad reputation and cannot allow itself a bad product if they want to stay in the market
40k on the other side is selling no matter what, so the least effort possible to keep it running for the maximum price

still doesn't make the app less bad... they want FULL price for an incomplete product.
i'm still not entirerly sure how the list building will work (not taking 8th edition books into consideration)... am i able to build a list without purchasing the codex? what about supplements? can i check an opponents list by building it in the app? how would that work?
lets say i bought a subscribtion but didnt bought the codex orks... how am i able to build ork lists? if thats not possible... what do i gain by paying 5€ a month??? if its possible... whats the point of buying codicies??? (despite fluff and pics)

It pretty obviously wasn't supposed to be like this and the project management failed. The big question is how nobody on GW's end asked enough questions that it ended up this bad when they'd committed to ship it.
I'm still curious about the iOS app. The way the subscription mechanism works on Android simply isn't allowed under Apple's terms. It'll either need to be quite different, or it'll get rejected.

right, but there should be 2 different ones as Subscription was said to be the full rules and not the free version
well, not a lot of people are complaining that they get the free version of the rules with subscription instead of the full version which is a thing on its own (I remember when Mantic promised that the Rules of Kings of War will be free and received a shitstorm as the offered the rules only and not the army lists too which people just assumed will be there while Mantic never said that, while here GW clearly said that the rules missing from the free version will be there and yet no one cares)
So the missing rules document and the wrong download link are the not finished part of the App were an Update need to be made
Army Builder is is delayed to August
the rest will probably stay as it is, which does not make the App better even if the other 2 things are corrected
another thing is the payment, as Credit Card only and un-superscription per direct link only is not something you could call "up to date" and guess people who are fine with paying for one month will be upset if they are charged again because they could not end subscription easily
and Apple already approved the App as per WC article, so I could be that those are really 2 different Apps and the Android version looks rushed because "The App" initially was Apple only and is fully working there

Personally, I think it is the only quick fix they could find when they realized that not every embedded web browser engine is able to display pdf. Like "Feth feth feth what do we do? Oh yeah, Google Drive comes with a javascript pdf displayer, let's use this as a last-minute solution"  .
The alternative, coding their own pdf displayer in javascript, was way more than twenty minutes.

Or, y’know, not using PDF in the first place and actually putting the rules text into the app resources. Even as uncompressed HTML with interstitial CSS it would only be about 5kb, plus images that you don’t actually need. Then you can let the compositor determine the layout based on the screen instead of trying to cram an A4 page onto a 3×4 inch display.

I'm proudly one, yes. I have the codex of the armies I like and have, Tau, AoS Khorne, Dark Angels, etc... but all those vigilus, psychic awakening, Chapter Approved, etc...? Those are wet paper. Less than useless. Trash background and rules with a date of expiry of less than a year. Specially after GW dropped proper spanish translations and starter mixing them with english and droping the background alltogether.

There were no substantial changes to any Marine rules that significantly changed game balance.
If there had been a Ynnari-style balancing or something comparable to how they reacted to Maelific Lord smite spam or Hive Tyrant spam earlier in the edition, sure.
Marine, who dominate and imbalance the game on a scale far worse than any of the above remain essentially unchanged. None of the problematic core mechanics, from re-rolls to AP to attacks-inflation of random dudes outfighting Hive Tyrants and Harlequin HQs have even remotely been addressed.

Because Nu- GW has a PR Department and know that releasing a new Edition with a new Codex SM is a risk if the current game is what everyone like
And in the last half year of 8th, there were more and more people asking for a new Edition because a new Core is needed to fix the problem of the latest Codex books
which is a thing on its own, people were not asking for GW to fix the broken stuff but for a new Edition to reset the game instead of fixing it
this very idea is nothing people usually come up with as if something is broken, the Community ask to fix exactly that
because Paladins were to weak at the beginning of WoW, no one ever ask that they should replace the Engine the game is running to fix it
this is something GW has placed in the mind of the community and they have worked for it that people are happy and glad when it finally happens instead of upset
