3000 points is far too big, especially for a tourny. But, hey, if you want to play it, good luck.

I'd move the squad sizes around. The Tac squads should be 6 man, the Scouts 6 man, the Assault squads 10 man. Maybe you don't have the models?

I'd take a Baal over a Desctructor every time. Just a better tank.

Running Terminators in BAs is a generally bad idea, as it starts the DC working against you, rather than for you, but you're running out of force org slots, so I guess you have to take them.

Isn't 3000 pts when people start using double force org?  I mean when you get to a certain point its like your playing 2 armies at once anyway.

Others have mentioned the command squad and tank hunters issues, that aside I think you have too many terminators; it's a large point sink and with min-sized squads if you lose a member to the Death Company you're now at a 4-model starting strength unit (same for your scouts) which is bad news no matter who you are. A pair of 6-man Terminator squads if you must, it's 3000 points so you have some degree of flexibility to include them, and 6-man Scout squads are a must. Also make your assault squads bigger, if they lose a member to DC that's a 6-strong unit that will die easily to shooting and never make contact with the enemy. 10-man for both Assault squads, and combined with what should average out to an 8 or 9-man Death Company you will have a nice assault group that can stand up to some gunfire. Oh and definitely make that Destructor a Baal.
