Ok, so I've gotten the majority of my Eldar painted, and I've begun to play them now with the new codex.  I consider myself a pretty good player, so when I play two games in a row, and lose them both (one by a few models, and the second by getting tossed out a 7th floor window), it makes me wonder if I've got the wrong type of list.

Eldrad
4 Warlocks 2w/ WB's 2w/ SS's

Banshees x 10 w/ Exarch, Warshout, Mirrorswords
Wave Serpant w/ TLSL's and Shuriken Cannon, Spirit Stones, Vectored Engines

Fire Dragons x6 w/ Exarch, Tank Hunters, Fire Pike

Dire Avengers x 10 w/ Exarch, Blade Storm, Dual Catapults

Dire Avengers x 10 w/ Exarch, Blade Storm, Dual Catapults

Swooping Hawks x 9 w/ Exarch, Intercept, Sunrifle

Warp Spiders x 6 w/ Power Blades and extra Death Spinner

Falcon with Scatter Laser, Shuri Cannon, Holofields, Spirit Stones, Vectored Engines

Wraithlord with Bright Lance, Catapult, and Flamer

I'm still waiting for a few more things to get painted, namely my Rangers, Dark Reapers, and some more Avengers.  But I've also got another Falcon, Asurman, and a bajeezus of Guardians to field.

1st game was against a Mech Eldar list, Alpha Seek and Destroy.  He had 1 more scoring unit at the beginning of the game, and 1 more at the end of the game.  Had it been a Gamma or Omega, it probably would have been a draw, so I wasn't to upset.  2nd game was against IG.  As I said, I got my rear handed to me in gift wrapped packages.  His Leman Russ just sat right up against the back of the table and obliterated me.  Lascannons sniped my Wraithlord.  Sentinals dropped my Serpant 3 feet from the nearest target for my Banshees to charge.  I managed to inflict some good casualties on his troops, obliterating his HQ squad, Inquisitor Lord Retinue, and a Storm Trooper squad.  But his armor just cleaned the floor with me.  My Wraithlord couldn't get to the range required to pop his Russ, and my Hawks where nailed with the battle cannon just as the deepstruck in.  The Fire Dragons...  well, from 1 inch away,  I managed to inflict a glancing immobilization on his demolishers side armor...  Luck was completely and utterly against me in that second game, no question about it.  But are there inadequacies in the list that can be fixed?

One weakness I see offhand is that the banshees stand out as a really choice target--the only wave serpent, relatively easy to knock down, and full of expensive and dangerous troops who will mostly die in the crash. It takes at least 3-4 grav tanks (4 if 2 are wave serpents), all filled with dangeorus things, to make a serpent full of banshees at all effective.

Shame on you. Taking Eldrad in a Biel Tan list. The fluff gods won't let you win with that approach. Anyway...I rely on a combination of speed and strength 6 weapons to take out tanks. Your opponent won't offer up his side armour without risking something in return. If you flank him on either side he is getting hit in the sides or front and back. If you want a mostly infantry Eldar army you need guardians. Maybe some vibrocannons for anti tank. You sunk too many points in aspects. I play my Eldar much like I played with my Necrons. You have the speed and the fire power to appear out of no where. With a combined arms army with few models you must do this or you will be taken out peicemeal. Good on you for taking Warlocks. I'm wrestling with the idea but I am not sure if they can be taken as a unit on their own or they must stay with a Farseer. There are 3 aspects I use. Fire Dragons, Swooping Hawks and Dire Avengers. Everything else is a gamble. Those 3 aspects are good in multiple situations. The banshees are either over kill or out matched. I rarely see them in a situation that suits them. At best they are an exarch delivery system with that sweet strength 6 initiative 10 powerweapon. You are playing an infantry list with about 60 models and a 4 plus save on average. Most heavy infantry armies will have twice that number of models. Drop your banshees, take 2 squads of guardians with whatever weapon you want. Guardians shooting from 4+ cover have the same save as a banshee. You just doubled their numbers.

I give you props on a balanced list but other than that what are you trying to achieve. Are you going for mobility, shooty, assault, horde or armored air force. You would do better to focus on one theme. Your list looks like it wants to go mounted mid range fire power with assault elements so I would recommend mounting the rest of your force. Drop the wraithlord and mount up your dragons and avengers somehow. The odds of one wraithlord not getting shot down from across the board are slim anyway. Usually armies have multiples of wraithlords to increase thier effectiveness. I would also drop the council and just take Eldrad if your set on having him or just a plain old Farseer mounted up to join another unit. Hawks and Spiders fit with thier mobility.  Banshees+doom=dead power armor.  Guide+fusionguns=destroyed vehicles.

I wouldnt load up on more than 2 Wave Serpents, they aren't scoring. Drop the unit of banshees to 6 and put them in another Falcon. Drop the Wraith Lord and buy another wave serpent. You now have 2 squads of Dire Avengers in Wave serpents with room for characters. 2 falcons with a unit of fire dragons and banshees. Swooping Hawks and Spiders and viola you now have the same list everyone else is running

I am trying to finish an Ulthwe army for a tourny in 2 weeks. 1700 points looks something like this

Eldrad
6 Hawks
10 Dire Avengers (Black Guardians, even have the heads)
10 Dire Avengers
3 Vibro Cannons
Falcon
2 Warwalkers
6 Jet Bikes
Bikelock
10 Storm Guardians
Wave Serpent
2 Vypers

Everyone will say put your Dire Avengers in Transports. I say...the ability to move 6 inches and Blade Storm at 18 inches (24 inches) means putting them in a transport makes them more fragile. They wait in cover until a target approaches and they unload. They can fleet too This is a fluffy list. Lots of Guardian crewed squads. Effective too.

Wel I only have a few issues with your list. . .

I detest Fire Dragons, they are probably the most ineffective elite choice we have however if placed inside a wave serpent/falcon they can do some good things.

I personally think Striking Scorpions are better than Howling Banshee's.

Wraithguard do follow the same ruels regarding tanks for IG, 1 never, 2 always, 3 sometimes. . .

So here are my suggestions Pull the wraithlord, and the banshees, move the wave serpent over to another squad of Dire Avengers (use guardian proxies if neccesary), use Bright Lances on the Wave Serpents, give the Dire Avengers Defender, Give the falcon a star cannon instead of the scatter laser.

If you don't want to try those changes, try these. pull the Howling Banshees, and replace them with 5 Wraithguard (Starship Troopers, Skinnie Guard are 8 for about $24 versus $85 for GW ones, if you want they also have nice heavy weapon blisters which look better for Wraithcannons) and 1 of those warlocks with Enhance go in a wave serpent, with a bright lance, shuriken cannon, vectored engines, and star engines, spirit stones.

While in the Transport they don't need Conceal, but after they get out they usually need Enhance because they get about one volley of shooting and then are in combat but usually win combat if they have enhance. They shatter any armor they shoot at or can obliterate most dev squads allowing your wraithlord to move up unmolested.

(P.s. Star Engines are nice for transports of shooty squads, 36 inches in one turn allow you to hit any part of his force)

Also my last option, just dump the banshees, the wraithlord, and the serpent to get 10 striking scorpions with unskilled claw exarch, and Karandas. The squad strangely kills more meqs or terminators than two squads of banshees and are decent against armor as well. Infiltrating/Stealth/3d6 across difficult terrain with 13 power claw strikes, and 32 str 4 attacks at initiative 5, can hack through most things.

(corrected a mistake wraithguard versus wraithlord)

If your opponent knows what he's doing with pulling casualties, Karandas will never get to use his powerfist. He's an independent character, so if there's nobody in base with him at I1, he loses all his fist attacks.

Well I did have my Dragons set up in the Falcon, sorry I didn't elaborate on that more.

I do need another Wave Serpant it seems. Paying to get my armies painted has really restricted my model buying funds. Looks like I'm going to need to get another one though.

Thanks for the advice guys, hopefully I'll have some better luck in the future.

Flavius, you have a good point there but then again that is a big mistake common in my area, also very very often I don't even kill anything with the little ones because of armor saves.
