Okay this is how I usually field my Raven Guard army, with roughly a 70% chance of winning.

HQ:
+ Lord - or - Librarian with Command Squad (if Terminator Armor...2 assault Cannons, all with Furious Charge)  - or -  Shrikes Wing
+ Chaplain with Jump Pack and Adamantine Mantle

Elite:
+ Veteran Assualt Squad (Furious Charge, melta bombs, plasmas, teleport homer - if taking termies)
+ Veteran Assualt Squad (Furious Charge, melta bombs, plasmas, teleport homer - if taking termies)
+ Veteran Assualt Squad (Furious Charge, melta bombs, plasmas, teleport homer - if taking termies)

Troop:
+ Scouts with bolters and hvy bolter (10 man)
+ Scouts with bolters and hvy bolter (10 man)
+ Scouts with sniper rifles and rocket launcher (10 man)
+ Scouts with sniper rifles and rocket launcher (10 man)
+ Scouts with sniper rifles and rocket launcher (10 man)

Fast Attack:
+ Land Speeder Squadron 2 w/ assault cannons 1 w/ multimelta and hvy flamer
+ Bike Squadron (5 + attack biker w/ multimelta)
+ Bike Squadron (5 + attack biker w/ multimelta)

Heavy Support:
+ Devastators w/ 2 rocket launchers and 2 heavy bolters
+ Devastators w/ 2 rocket launchers and 2 heavy bolters
+ Devastators w/ 2 rockets and 2 lascannons

- I know this looks very points heavy and it is...I don't field ALL of this all at once, some things get skimped on, but this is roughly everything I usually try to take.
- Taking tanks or any other vehicles in this army is pretty much against the grain with the way the army plays.  They are just huge targets that get dropped first turn.  Most of the tank killing should be with melta bombs obviously.  I know Devastators are uncharacteristic with this fast type of army but if you take more of an anti-troop feel, I believe you won't be looked at as a "bad sport".
 - The reasoning behind the terminator lord/librarian is for the assault cannons and the decent saves.  upgrade atleast 2 marines to the assault cannons and 2 to have chain fists and your set for anti tank. The use of Fury of the Ancients will wreak havoc on your enemies especially if you can deep strike/teleport on their table edge and just fire down their Deployment Zone. Taking a Familiar for your librarian will up his Initiative and so will Furious Charge so he will have initiative total of 7 on the charge.

Taking a Familiar for your librarian will up his Initiative


Remember that Familiars can't be taken by Librarians in Terminator armor.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

But there's no sense crying over every mistake;
