Fast skimmers make all pen glance is the ordinence pen different to  pent

Fast Skimmers may break local ordinances, as most municipalities have speed limits. I expect that most skimmers moving fast are going over 65mph, and thus would be considered to be breaking the ordinance for highway travel in my state.

As for ordnance, see page 66. Ordnance weapons either penetrate or glance armor just like any other weapon (though they usually get an extra die to try with). IF they succeed in penetrating, they get to roll on the Ordnance Penetrating Hit chart. A skimmer moving fast will prevent it being a penetrating hit in the first place.

Sorry my keyboard is trashed so im having to use insert symbol on word I said the my mate but then he insists barrage ordinance is dif and can be used in combat patrols so he doesnt have much rules knowlege

Barrage weapons and ordinance weapons are two different things. Barrage weapons have the letter "G" printed next to their range as in "G48". Ordinance weapons say "Ordinance" in the "Type" column of their description.

Some weapons (e.g. demolisher cannon) are ordinance, but not barrage.

Some weapons (e.g. Eldar tempest launcher) are barrage, but not ordinance.

Some weapons (e.g. earthshaker cannon) are both.

To say that a weapon is not ordinance because it happens also to be a barrage weapon is totally bogus. If it says "ordinance" in the type column, it is an ordinance weapon regardless of any other consideration. Ordinance weapons are clearly not allowed in Combat Patrol, whether they happen also to be barrage weapons or not.
