Do vibrocannons need to make a veil of tears sighting roll if the shot they fire passes through a unit of harlequins with shadowseer? I can't find any rules-based reason why the vibrocannons would need to roll. Since they don' t declare a target, they're not shooting "at" the harlequins. They fire a shot in a particular direction; if it happens to pass through some harlequins on the way, that's fine. Am I missing something?

Not as far as I can tell. Just like Fury of the Ancients, it doesn't target a unit. You pick a point on the table (or the table edge for FotA) and draw a line. Anti-Harlequins = another good use for Vibrocannons. My semifinal opponent in our latest league used a squad of 3 specifically to fight my skimmers and harlies.

Probably assuming too much here, but are you saying that Vibrocannons eliminate a skimmer's glance-only-if-moved-over-6in status? Don't know much about Vibrocannons myself, but if that's the case, it would certainly be nice to know when playing vs. Eldar with my landspeeders....

And no, the skimmer moving fast rule would trump it even if it did cause penetrating hits.
