Ok, so this is a prototype list I'm thinking of using against a buddy of mine the next time I'm fortunate enough to play.  Though my chaos army is IW and I own a unit of Berserkers and Sons the EC seem like the most tactically flexible of cult marines. 
Ever since I bought my dex I've loved the Lucius fluff and rules.  I'll admit this is a bit of a beat down list.  I've only had any luck against my buddy's necrons on a couple of occassions, he brings out Night Bringer at the drop of a hat.  I'm hoping that he won't use him, but it cannot be ruled out.  They really should have put in a manditory army size for those C'tan.  But instead of *female dog*ing (too much) I've decided to beat him (down) at his own game.  My chaos dex is a pretty old print so let me know it anything doesn't match up.

I'm sticking with larger units as my buddy usually fields 2 or more units of 20 warriors, one that veils around with the lord.  This is the same reason I have no armour, I would have liked to use a defiler, but not with all that gauzing. 
The missile units soften the warriors and kill anything else (i.e. destroyers etc..." while Lucius and his boys move in the lay down the pain backed up by the daemons when required.  This list is made to utilize the better long range and mid range firepower of the EC while following up with a healthy charge.  Its also built to be tough enough to take all of the rapid fire return it will eventually take. 
If my buddy uses a C'tan I may tweak a couple things, but it would make a phase out easier.  His other army is DG, which would make things much easier and if so I'd probably swap a Havoc unit for a defiler.  Anyway tear away at it, and keep in mind this primarily to face one foe, everyone else I play has MEQs and we usually play to the death.  Thanks.

I would take multiple smallisch units. Not even making them too expensive. For 149 you can have 6 marines with 3 doom sirens (2 special and a champ carried one) and the free champ (6 marines) can have talons (great against ctan with the occasional rending arttack...

I would also advise to have 2 units of 6 deamonettes. If nightbringer is used they should be just enough to take hime down in a turn or 2. or you can throw 2 units at him and have it done in 1 turn...

The havocs are mwa at best IMHO. I always go for the cult number, but with blastmasters and sonic blasters, or 4 sirens. You could also use these to get you extra troops. The D-spawn are rarely worth it IMHO, but that is up 2 you.

I think I would use a list like this:

Lucius (because you obviously like him...) 196

2x 6 Noisemarines
- 2 sirens 149
- (free) champ with siren and talons 149

2X 6 noisemarines
- 4 sonic blasters, 1 blastmaster 149
- (free) champ with sonic blaster 149

2x 6 deamonnettes 90
90

that's 972 and a pretty solid core list IMHO....

To go further ahead you will want to make it very nasty I think, so you could give the 2 siren units infiltrate (36 points I believe) and use them to summon deamonettes close to his lines...
To make it worse for him also add a unit or 2 of 6 mounted deamonettes ( 26 a pop I believe) so 312 for the 2. Leves 338 to play around with. I would take a couple havocs equipped like the ones with the sires, or maybe a DP with D-armour and stature. That eats points, but is a very tough target for crons. (don't forget the combat drugs and flight, or speed...)

Left over points can go towards upping deamonette number, but keep sacred numbers intact, you will need it....

I thank you greatly sir for the reply. First I should mention that I don't plan on concentrating on the C'tan. I have often done this and is always costs me the game. I think its more prudent to phase those warriors out. This doesn't mean I'm adverse to a unit of two that will wack the ugly god.

I'm willing to try the 2 units of daemonettes, but I've heard a number of people say they die pretty quick assaulting warrior units. I don't know about the mounted 'nettes as I've never been a big daemon hound and they're quite pricey for a pretty squishy unit.

Do spawn count towards the unit number? I didn't think followers did. I added them to give some extra toughness to my havocs as they'll undoubtedly attract lots of fire. They also add a little cc nastiness for any unit hoping to squeeze them in cc. Blastmasters are alright, though I don't much see the point using them against MEQs. The added range and ap of launchers seems more sensible to me. This is also why I didn't give my Havocs any sonic blasters, if they're in 24" range then they're too close and it isn't worth 10 pts.

The troops were originally smaller units, but I bumped them up. I figure that 6 strong units won't last very long, in cc or shooting with 20 crons jumping into rapid fire range whenever possible. I think I'll drop the spawn and add an extra marine to both troops and drop their launchers to keep them mobile. I'll use the extra pts to kit their ACs a bit. I'll think about the doom havocs, but its a lot of pts in one unit. With Lucius and the one doom unit I have 4 doom sirens with a lot of cc muscle to back them up.

I'm not adverse to jumping Lucius if I find he's ineffective, but I would like to try him out b4 coming to that conclusion. Facing mainly MEQs I think he's pretty well suited to the type of army I'm toying with. The second reason is I've never been very fond of big daemon prince hqs. I'd rather have a moderately tooled character with a hard as nails bodyguard, but thats just me.

Ok, so I'm thinking of side lining Lucius on this one for a cheaper/meaner lord. Still hoping to use his model though, not a fan of the vanilla EC lord. I could get plenty of cron smashing attacks, wind of chaos (heh heh) and probaby afford to give him and his retinue infiltrate.

Ok, heres my revision so far. I took some advise and kept some of my own council. I just don't trust little 6 man units to put any sort of dent in a 20 warrior strong necron unit and live to tell the tale. More imput is welcome though, no matter how stubborn I am.
