It used to be that a Tau Commander and his personal gun drones formed a unit and made him  a legal target even if he wasnt the closest unit/model to your guns. Does this remain true or has it gone away. I've gone through the rules and I no longer see it.

This may be clarified in the Tau Empire FAQ (though the clarification is unclear and could be argued about...)

To paraphrase the FAQ:

A Tau character without a bodyguard can take drones and join/leave units as a normal IC. If he has a bodyguard he does not count as an IC until the bodyguard is killed, when he returns to being an IC.

Commander Shadowsun is an exception as she only becomes an IC if her drones are killed, and cannot join units until then.
