Ok great I thought so.
Well there are a few ways you could do this but its not easy.
You could either use very thin wire like millinery wire thats used in hat construction (millinery) or some other kind of thin wire like cheese wire or guitar wire. This can be bent and manipulated into shapes like bolts or forks very easily. Drill some holes into the base where you want the wire to hit the ground then glue the end into this to strengthen the joint. You can then twist and wrap the wire around the base or miniature to give the desired effect. Then just paint it bright blue with some white or ice blue high lights at the right places (much like painting fire thats been modelled into a mini).
Or you could try using plastic rod from model cars or train kits. I've often used this to represent cables and wires on minis. Its semi transparent and you can find coloured varieties. It's possible that you can get light or dark blue ones which would eleviate the need for painting. You can then use it in a similar fashion to the wire (Think the Mcfarlane action figures of star wars where they have 3d force lightning and stuff).
Or you could you some kind of crystal resin poured over thin wire mixed with blue ink. This would enable you to make exotic shapes and drip patterns as you run it along the wire. We made a waterfall once at my local store when i was a former GW employee by doing this. We laid some strips of thin wire over the hill and shaped them how we wanted, then we carefully poured crystal resin down it so that the resin used this as a base to make the splash effects. Its a bit tricky and takes practice but will give a good effect.
